As scientific technologies have been developing around the clock, building aservice-oriented government based on the basic conditions of China, is the intrinsic demandfor deepening reform on China’s administrative system, also embodies the thoroughimplementation of scientific development concept. This article discusses the scientificconnotation of service-oriented government, analyses the necessity and importance ofbuilding service-oriented government under China’s new circumstances, it explainsintensively with the technological demands for building service-oriented government andsome political suggestions are proposed according to the scientific and technological needs.The article contains5parts. Part one—introduction. Introduce the research value, currentresearch situation and innovations. Part two—Integrate theoretical researches from domesticand abroad, proposing the conception “service-oriented government” and related theories,discussing the necessity and importance of its existence. Part three—highlights of this article,proposing the technological demands in3aspects: improving people’s living conditionswhich science and technology are connected with, updating people’s health standard up tohigher science and technical level, giving their lives more conveniences and safeties by usingnew technologies. Part four—obeying objective laws to establish a scientific administrationsystem; creating sound environment to make the relations between government andenterprises more harmonious; attaching great importance to scientific talents to raise scientificliteracy of the whole society; sticking to the principle of “doing certain things and refrainingfrom doing other things” and making ceaseless adjusting of research on scientific policiesand other fields and to learn problems on related scientific policies for establishingservice-oriented government. Part5-discussing the practical significance of modernscientific innovation, scientific results and especially the application of informationtechniques in3aspects to improve the public service system and the establishment ofservice-oriented government.
