Since1950s, the Pacific-Asia area is a priority of America’s diplomacy and its foreign policy has changed several times. Since1950s to the early1970s, the United States has pursued the Truman Doctrine, searched for allies in the Asia-Pacific region, curbed the socialist countries and launched the war in Vietnam. From the early1970s to early1980s, the United States has been on the defensive and implement the moderate foreign policy in Pacific-Asia area, withdrawn from Vietnam and established diplomatic relations with China. From the early1980s to early1990s, the United States has increased military investment in the Asia-Pacific region, pursued a pragmatic diplomacy with China and strengthen the alliance with Japan. Before Obama entering office, the American government pays little attention to Asia-Pacific affairs and it is not the strategic focus of the United States.After Obama taking office, he announced to return to the Asia-Pacific area with a high profile. The United States withdrew its troops from Afghanistan and Iraq, increased the military forces in the Asia-Pacific area, consolidated the diplomatic relations with allies in the Pacific-Asia region, paid attention to the external relations with other countries and also intervened in the East Asia and The south China Sea issue. Especially, Obama is very keen to establish the United States as the core of TTP agreement, and try to consolidate the leadership of the US dollar, which is a magor innovation in the Asia-Pacific policy,Obama mainly takes the country’s interest into account in the implementation of such policies. The United States has to deal with the rise of China, keep ideology, leading TTP and maintain the interests of the Asia-Pacific security. From another perspective, the traditional allies such as Japan, South Korea also need to strengthen the alliance relationship with the United States, and some Southeast Asian countries also hope that the United States maintain certain military military presence in the Asia-Pacific region. From the Obama’s point of view, the Asia-Pacific policy also reflects the aspirations of the Democratic Party.The Obama administration’s Asia-Pacific policy has far-reaching and wide implications. From the United States inself, it can concentrate on the maintenance of the core interests in the Asia-Pacific area and promote the recovery of the domestic economy with the help of the economic development of Asia-Pacific area. From the perspective of the Asia-Pacific area, the significance of the Asia-Pacific area in the international politics is rising and the security situation is tightening. For China, the space of Sino-US cooperation increased but the relationship with Japan, ASEAN and other neighbouring countries is influenced by the United States. The surrounding security environment is deteriorating and the external environment for economic development is tightening. China has to take a positive response in the political, economic and military aspects.
