Information technology with its allocation of huge resources superiority and the advantages of time and space acrossing caused the wide attention of all social sectors. Education is no exception, more and more scholars raise that the information technology should be put into teaching as the new forces, makes the education informationization improve the education fair, makes the education informationization drive the education modernization, the high quality education resource is sent to the relatively weak school of rural and mountainous areas, realizes quality resources sharing in urban and rural, provides learning opportunities for more people, meets the education needs.The author combines his own first line for five years’ supporting teaching experience, Hubei Enshilichuan (typical poverty-stricken areas in China) as a Mountainous Township for the object of study. The main research contents includes the following aspects:On the one hand, investigates and researches the development of the information technology teaching in the locality. Mainly adopts the longitudinal time comparison method, the development of local implementation of the information technology teaching is divided into three periods:the traditional teaching period, agriculture far project period and the Internet period. Combining interviews and observation, the situation of each period is analyzed and compared. Based on the analysis and comparison, many of the problems in which the teaching is closely related with the level of information technology lagging. On the other hand, researches the teachers’ information literacy condition. Because the teacher is dominant in teaching, and the improvement of teachers’ information literacy cycle is very long, therefore, this paper is aimed at the teachers’ information literacy of mountainous countryside specifically, and did the relative investigation about that. The survey reflects a serious lack of teachers’ information literacy, the reason is both the teachers themselves and the external environment. Finally, with theoretical knowledge and local actual situation, according to the school information technology level is not high and the lack of the teachers’ information literacy, the author put forward the corresponding improvement strategies. To improve the level of information technology strategy including guaranteeing the hardware construction funds, to take the lead to implement the work and establishing a reasonable system; to improve information literacy strategies including raising the awareness of information technology teaching, the formation of high-quality school-based resources, strengthening teachers’ information technology training and the creation of information technology teaching and learning environment.In short, in order to narrow the gap between urban and rural areas, realize the education informationization of rural and mountainous areas, on the one hand, to increase investment implement policies system, on the other hand, to improve the teacher’s information literacy. The education informationization of rural and mountainous areas are on the right track, when the teachers can be put into work and work well.
