Policy Path To Solve Employment Difficulties Of University Students

College students are not only valuable human resources of a country, but also the hope and future of the whole nation. However, with the university enrollment expansion, the number of college graduates has increased rapidly. As a result college students who are looking for work have to face a distressful situation---"graduation is equal to unemployment". The employment problem of college students, becoming more and more outstanding, has become one of China’s hot social problems in current social economic development. College students’ employment difficult relationship is not only about college students’ personal survival, but also about the vital interests of thousands and hundreds families. It even influences the social development, harmony and stability. So the issue on college students’employment has attracted great attention from all walks of life.At first this paper researches the difficult phenomenon of college students’ employment in China. As a special group, college students have high quality, high education and potential. Their employment difficulties maybe result from the government policy. So to make a comprehensive analysis of government policy about the college students’employment problems and then to put forward the way to resolve this problem are not only completely necessary task, but also the keys to the construction of a market economy society.Concept definitions in this paper include employment and the concept of the college students’employment. Employment policy and college students’ employment policy are introduced in detail. College students’ employment policy is an important part of China’s overall labor employment policy. College students’ employment policy can be divided into general policy, specific policy and special policy. The development of college students’employment policy is a historical progress and it always keeps consistency with the productivity level and guiding ideology of that time. China’s college students’ employment policy mainly experiences three stages:the collecting stage, two-way choice stage, market-oriented and self-dependent career choice stage. Each stage has its advantages and disadvantages. The major research direction in the paper is to analyze the current policies of college students’ employment. Obstacles of general policy, deviation of specific policy and deficiency of special policy are the main obstacles in college students’employment. Specifically, in the aspect of general policy, ignorance of basic rights, conflict of policy and lack of executive guide are the problems. In the aspect of specific policy, the obstacles are unreasonable policy construction, insufficient interaction of policy and incomplete coverage of policy. From matching policy, we can find there some problems, such as imperfection of policy training, deficiency of policy execution and insufficient of policy stimulation.College students who are both at home and abroad have the problem of employment, so to learn from other countries is beneficial to us. After analyzing the causes of policy problems and using the experience of other countries for reference, we put forward countermeasures and methods to solve college students’ employment difficulty and improve college students’ employment support policies. These methods include adjusting industrial structure policies, expanding employment needs, improving entrepreneurship support policy, and promoting the university students’ pioneering work. Government can carry out moderate expansion policy to alleviate contradictions between the supply and demand, and establish a diversified personnel training system to improve the comprehensive quality of college students. It also can innovate the guide course of employment to raise the success rate of employment.
