MPA has landed in China for a short period of ten years, with overwhelming force swept through China. It not only promoted the reform and law of our country’s higher education, but also trained a lot of public management professionals.MPA has become an important driving force for China’s modernization and administration capacity building. But there are potential disasters for the excessive development:it is lack of MPA education resources, the construction of teachers’ team is outdated, it is difficult to guarantee the quality of training, and etc. At present, China has realized the popularization of higher education, but the problems remains widespread:the shortage of education resources, the low per capita share and the inefficient use of resources. But the most important thing is to improve the level of training quality. Teaching resources as the material foundation, human security and technical support of the MPA education, its effective configuration and reasonable use is the core part of the MPA training and most critical step. The following problems exist in the teaching resources of MPA training:resources shortage in quantity, distribution structural imbalance, the contradiction between supply and demand of resources, lack of unified management system and sound supervision mechanism, especially the inefficient use of resources. As the most important part of education resources Teaching resources are scarce as other resources. How to carry out the effective integration optimization for MPA teaching resources, in the case of the increasing scale of graduate education, the shortage of education in quantity, the increasingly prominent case of the contradiction of supply and demand, are the challenges and problems of the universities and managers of the MPA education.MPA education has complex, interdisciplinary and application characteristics, involving multiple disciplines and professional, teacher, regulatory agencies and other teaching resources. The existing graduate training model cannot meet the MPA training needs effectively, so reform and innovate MPA training mechanism and management system is an urgent problem. According to the needs of the times, we must study and explore the law of the MPA graduate education carefully, create an environment conducive to the growth of cross-disciplinary talent, build an enabling mechanism of MPA graduate education, enable our students to meet the demands:a reasonable knowledge of the structure and extensive post-secondary deep harmonization. This study is consistent with the theoretical needs of the development of the subject of graduate education, fit the reality of MPA education reform and practice requirements.This article consists of six parts:First chapter is introduction. we describe the background and significance of this study, domestic and foreign research review,and research programs of this article. This paper focuses the reality of the MPA education reform and innovation and fit an urgent need for postgraduate training mode reform, so it has a strong theoretical and practical significance:establishes and improves MPA teaching resources integration related theory, riches graduate education, especially professional degree graduate education theory system, establishes an innovative university platform and MPA teaching resources integration mechanism; explores and builds a MPA training model for our school characteristics. The research on integration of MPA teaching resources are not rich enough at home and abroad, quality should be improved; the research methods need to be improved and the links between theory and practice need to be strengthened; study levels should be improved and academic normative needs to be improved. This article has two innovation points: The innovation of topics and innovation of research methods. This paper mainly uses literature research and survey research.Second chapter is definition and theoretical basis of MPA teaching resources integration. This chapter firstly studies our school’s MPA training goal—cultivates compound type, application type, high-quality, high-level leader, managers and policy analysts who is fluent in the economic, legal, planning of land resources for public department especially national land resources departments. Then it analyzes the relationship between the MPA training and teaching resources:interaction and coordinated development--teaching resources provide the material basis, intelligence support, and system security for MPA training and MPA training promotes the rational allocation and optimization and integration of teaching resources. It then analyzes the content and features of the MPA teaching resources and resources integration. At last, it establishes theoretical foundation and the general pattern of MPA teaching resources integration.Third chapter is the status of the MPA teaching resources integration necessity of analysis. We firstly analyze the basic situation and training features of our school MPA education:earth sciences and resource environment-oriented; linking theory with practice and diversification of cultivate target. Then we explore our school MPA teaching resources allocation and the problems:lack of total teaching resources, teaching resources dispersion, teaching resources management information system is imperfect, teaching resources management system is not sound. At last, we analyzes the necessity of our school MPA teaching resources integration:status of teaching resources configuration cannot meet the demand of the rapid development of the MPA, the teaching resources integration is the premise and key of improve educational quality and efficiency, the inevitable requirement to build a major feature of the MPA in education brand.Fourth chapter is the experience introduction of MPA teaching resources integration in domestic and foreign universities. Foreign universities, Kennedy School of Government of Harvard University and Maxwell School of Syracuse University; domestic universities, Tsinghua University. Rennin University of China and the China University of Mining. Their success stories can be attributed to improve the regulatory system; sound management of agencies and service systems; the establishment of a resource sharing platform.Fifth chapter is principles and strategies of our school MPA teaching resources integration. Firstly, MPA teaching resources integration must follow certain principles:people-oriented, goal-oriented, quality control, and feasibility principles. It then discusses the general idea of MPA teaching resources integration:improve the system of teaching management as the core; perfect MPA management system; set up teaching resources integration and coordination center; build resources integration process monitoring and outcome evaluation mechanism. Then we specific measures of teaching resources integration:change the concept, do a good job of propaganda and mobilization; increase investment in teaching resources. At last, for a variety of teaching resources development and construction, we propose the implementation of measures.Sixth chapter is the conclusions and deficiencies. This study is lext-based and qualitative research, limited to my level of knowledge and research capacity, the perspective of the problem analysis needs to be broaden; depth needs to be strengthened; theoretical level should be improved; research results have yet to be placed in the social practice test.
