The Study On The Localization Of The Institution Of Social Work

Social work,as an institution, originated from the western world, therefore, the position, working methods and principles of it are all in accordance with the social system and cultural circumstances of the west. The development of the Professional institutions of social work is a process which should be integrated with the development of the economy and society, which features accordingly. The industrialization, urbanization and modernization of China generated a special social work institution, which applies to the basic condition of China. Under the international background of the globalization of economy and internationalization of social work and domestic background of society transform acceleration, the pluralism trend of society, the strategic adjustment of social structure and the significant change of the governmental function, this paper tries to comprehensively apply the method of literature research,comparative analysis and historical research to getting a deep analysis of the necessity of the localization of social work,with respect to the strategic arrangement of constructing harmonious society and state strategy of sustainable development, and the feasibility of the localization of social work,in terms of the education, the theories and practice, the values outlook and the exploration of the law and mode of the current condition of the localization of social work institution. We conclude that, through the analysis and exploring of the evolution of the localization of social work especially from the reform and opening up of China, the localization of the institution of social work in China has four main characteristics:highly scheduled, the government undertakes the main implementation, the dependence on the local institutions of social work which based basically on the Chinese pattern of social relationship and on the basis of the arrangement of social structure and professional practice rather than abstract conceptions. Taking the general state condition and current situation of the localization of social work into consideration, and on the stand point of a socialist, we conclude the main dilemma we will have to face intending to make forward of the localization of the institution of social work in China mainland:First, the complexity and instability of the social structure of China. The constructing of the institution of social work need the sustainment of the social structure, the complexity and instability of the social structure of China if the fundamental resistance of the localization of the institution of social work; Second, the difference of the configuration of the China social relationship. The institution of social work is a kind of security system of society aimed at helping people. It is based on the social assistance system of the civil society. Thereby, this paper tries to integrate the element of economy, politics, society and culture into the sociology motive of the localization of the institution of social work, and proposes three-dimension perspectives,that is,from the point of view of the relationship of the state and society, the local need and the social transformation, and also put forward the corresponding analysis framework, which are also regarded as the exploration of the paths to the localization of the institution of social work.
