Research On The Basic Patterns And Win-win Mechanism Of The ISR Strategic Alliance

Reform and Opening-up more than thirty years,the ISR cooperation ofour country has achieved fruitful achievements.But In general speaking,Theindependent innovation capability of our country still is weak,the potential ofthe ISR cooperation is not really played out.In the new situation of theknowledge economy and the economic globalization，the traditional patternsof the ISR cooperation has not adapted to development needs of the currenteconomy and society,we must carry out reform and innovation from thestrategic and organizational level. The ISR strategic alliance is a new patternand a new stage of development of the ISR cooperation,pushing the three partyto establish long-term and stable alliance from the perspective of strategy andorganization,so it provides a new strategic path with the construction ofinnovative country.Based on the analysis of connotation,characteristics,development statusand the existing problems of the ISR strategic alliance in the text, firstdiscussing two kinds of typical patterns of the ISR strategic alliance that theyare respectively bond and equity combined with typical cases;Then,analysising the causes of instability of the ISR strategic alliance using themethod of game theory from the infinite and finite repeat game;Next,discussing and analysising the eight kinds of win-win mechanism of the ISRstrategic alliance;finally,Putting forward to promoting the several policy andsuggestions of the ISR strategic alliance development.
