With the rapid development of the higher vocational education, it is essential toestablish teaching staff with high overall qualities and reasonable construction foradapting to the development of higher vocational education. Because our highervocational education lags behind aboard, and we neither have ready experience ofrunning vocational colleges, nor the teaching resources that can satisfy the need ofhigher vocational education. In addition, we don’t familiar with the developmentpatterns of the higher vocational education. The construction problem of teaching staffhas began to limit the development of higher vocational education.Based on summarizing the domestic and foreign research results, this researchanalyses the results of the investigation by utilizing incentive theory, lifelong educationtheory and human resources theory,and it adopts several means including literatureanalysis method、questionnaire survey、interview method,etc. We finally use theadvanced experience of other advanced countries for reference including teachercertificate system、the structure of teachers、appointment system、training system,etc.And then we put forward the following five proposals by combining with the reality ofChongqing higher vocational colleges. First, building high quality full-time teachers andoptimizing the structure of teachers; Second, implementing admittance system of theteachers qualifications,constructing a sound teacher employment mechanism; Third,strengthening the construction of double-qualified teachers, improving the overallquality of teachers; Fourth, establishing the high quality part-time teachers, increasingteachers training opportunities; Fifth, establishing a sound teacher incentive mechanismand evaluation mechanism, and promoting the teachers’ innovation of research results.The main contents of the research are as follows:Chapter1is Introduction. It introduces the background, purpose and significanceof this research, summarizes the literature of the construction of higher vocationalteaching staff, indicates the train of thought, methods, structure and content of thisresearch, and presents its innovation and deficiency. Chapter2is Theoretical Basis. It defines the related concepts and definition ofthis research, and states the related evaluation index and required theories.Chapter3&Chapter4are the analyses of current situation about the constructionof teaching staff from abroad and Chongqing higher vocational colleges. It compareswith Chongqing current situation of teaching staff, discovers problems andimprovements of the construction of teaching staff.Chapter5is about strategies and suggestions of strengthening the construction ofteaching staff in Chongqing higher vocational colleges.The innovative point of the research lies in putting forward some specificmeasures of strengthening the construction of teaching staff in Chongqing highervocational colleges from macroscopic view. The construction of higher vocationaleducation teaching staff should be improved not only by the macroscopic support policyof government, for example, strengthening the efforts to educational reforms, setting upa training base, establishing the title assessment system of teachers, etc, but also by theown efforts from higher vocational colleges. Only in this way can we bring uphigh-qualified teaching staff who will adapt to the development of higher vocationaleducation.
