Research On College Campus Emergency Management

The university is the sacred place where to train the high-quality personnel and to carry out the scientific research. So its development concerns the major social focus. University, as one of the important social organization, its stability and unity relates to social harmony and tranquility. In recent years, mass emergencies, public health emergencies, security incidents occur frequently in colleges and universities, giving serious impact on the university’s teaching order and daily life, and also endanger the security and stability of the society. The effective management of the college campus emergencies aims to avoid and to mitigate the harmful event to keep the maintenance of campus and social stability. Effective management of the university campus emergencies is the hot research topic in recent years. Through a large number of materials analysis and research, this paper summarizes that a diverse support organization system has been gradually formed; normalization of the state management system; improve the decision-making capacity to respond to preventing emergencies; the ability of running mechanism to enhance the progress made by the college campus emergency.This paper on the basis of new public management and crisis management theory, and Response Act "incident of the People’s Republic of China","national public emergencies overall emergency response plan,""the education system of public emergencies contingency plans "for the legal basis to discuss the problem and the reason of management college campus emergency management prevention ability of inadequate, information dissemination is not smooth, low motion between teacher and student participation, unknown emergency management responsibility, inspection and supervision is not in place, put forward the transformation method to enhance the prevention level; improve information management systems; improve teacher and student participation in system; giving emergency management accountability; improve the inspection and supervision mechanisms solutions. By doing this, to provide university administrators and scholars useful reference management activities.
