For the influence of non-traditional factors like the rapid social transition, the quick expansion of college scale, the increasing proportion of the only child, rocketing degree of informationization, the tremendous conceptual contrast between primary school education and university education, all kinds of the emergencies are more likely to happen in the universities. Historically, Universities are such places where the mass incidents tend to occur. Therefore, how to correctly handle the campus emergent incidents and maintain the harmonious and healthy development is of great importance. Hence, strengthening the research on emergency response has a strong practical significance for the university management.The paper falls into three parts:The first part mainly deals with basic concepts, major features and classification of university emergent incidents. The so-called university emergent incidents refer to the abrupt-happen campus events that are more likely to transform into big-scale occurrence, influencing seriously the campus stability and security, even endangering social security and political stability. The principal features of university emergent incidents are special participated group, widely-involved participants and quick spread. According to the character and nature, the university emergent incidents can be roughly classified into public and hygiene, political, public security, natural disastrous and college management emergent events. Based on the causes, the university emergent incidents can be classified into public and hygiene, significant political event, college management, tense personal relations and environmental pressure affected occurrence. In addition, it can be separated as slight, relatively serious and serious emergent incidents based on the degree of harm.The second part analyzes the causes and harm of the emergency. The main reasons of emergent incidents include:unfair distribution and increasing gap of wealth, the problems in the university educational system, philosophy and management level, the shock of contrasts among family, primary and secondary school, and college education as well as the emotional and psychological wave of college students. The university emergent incidents do great harm not only to social order, college students cultivation but also to the normal teaching order college fame, personal development of students and even to the family future.The third part puts forward the principles and specific strategies that are supposed to be followed. Therefore, when handling the emergencies, we should adhere to the basic principles including student-oriented, preventative and cooperative rules. Add(?)onally, we should build up the unified leadership and quick response regulations. Active and effective reaction strategy should be adopted. Universities must establish emergency management mechanism and strengthen emergency personnel training plans; they should set regulations to guarantee and strengthen the education of life outlook, the construction of campus culture and group activities and the education of counselors, and pay close attention to students’psychological trends. Furthermore, universities should emphasize the importance of how to handle the emergent incidents properly.A systematic research and analysis is carried out in the thesis, which has important theoretical and practical significance to enhance the recognition about the emergent incidents and preventative consciousness and reactive capacity of the management.
