With the wide-spread development of higher education, problems such as insufficient number of resources, quality, and irrational structure come into being and along with constant calls for reform of college teaching faculty, how to develop resources of college teachers and enhance the establishment of teaching faculty has become a necessity for the national personnel reform and strategic development, a choice for the reform of internal management and a key point for the continuous improvement in the management efficiency of human resources.In view of the background information mentioned above, this paper has covered the following aspects. Firstly, a systematic study of the concept and characteristics in human resources development and management is made based on the research into relevant theories concerning the development and management of human resources in the past and the importance for human resources development is also highlighted. Secondly, taking the teaching faculty from advanced colleges in Shaanxi Province as the study object, the author analyzes problems and reasons existing in them, such as irrational allocation, irrational circulation, insufficient development functions and incomplete institutions, applying methods for theoretical analysis and data analysis. Afterwards, from the successful experience of teaching faculty establishment in advanced colleges of America and Japanese, the author proposes ideas to establish a people-oriented team of teachers formulate strategic plans for the development of teaching resources, regulate the appointment, employment and circulation mechanism and perfect strategies for the competitive incentives of teachers from the macro and micro level. This part is intended to establish theories and methods of human resources management and development for stimulating the enthusiasm, creativity and great potential of college teachers and with a final wish to build a rational and effective faculty development system people-oriented. Lastly, an empirical study of a secondary institute from X-college is made in order to test the feasibility and value of the strategies proposed in this paper.This paper is set in2010against the research topic "Human resources development and the establishment of college teachers" of Xi’an University of Electronic Science and Technology and some theoretical and practical value can be found through the research findings.
