Since China implemented its reform and opening up policies, education have gainedgradual expansion and achieved unprecedented development. After joining the WTO,China tried its best to promoting the prosperity and progress of Sino-foreign Cooperationin Running Schools (SFCRS) to synchronize with the world and keep its promise. Policieson SFCRS have experienced significant changes, from prudent to open-minded. At thetime, centering on the condition on these SFCRS which is neither new nor old, academiccircles have made a series of great achievements, especially in control of education,Education internationalization, authentication of degree and modes of running. However,only few of researches involved in constructions of campus culture, which is based onSFCRS, exerting an subtle influence on college students’ character, and having animportant effects on sustainable and healthy development of schools. But in fact, becauseof disadvantages of market operation, imperfection of organization systems andestrangements between cultural ideas, campus culture have faced problems and challenges,including embarrassment of college spirit, predicament among interpersonal interaction,lack of internal power and absence of external organizations. Having realized itsimportance, this article would like to study the condition and problems on SFCRS, andattempt to find reasons out and puts forward countermeasures as well, using theory ofself-organization, the new institutionalism and theory of multicultural. The subject of thisresearch is Xi’an Jiao tong-Liverpool University in Suzhou Industrial Park.
