The teacher’s evaluation of primary and secondary school has been playing an important role in improving teacher’s quality, and promoting the development of education. Since reform and opening, many state schools carry out various forms of teacher evaluation activities in accordance with national regulations and school management practice. But academia has not been on our evaluation of mechanisms of primary and secondary school teachers is still relatively small, the theory is not very mature, some conceptual and practical issues, there are different questions. In this paper, a comprehensive analysis of the new era of development and changes in primary and secondary school history teacher evaluation system based on our teacher evaluation of the main issues and theoretical perspectives to address these issues, and specific measures. Text is divided into five parts:The first part is introduction. This article outlines the background of topics, meaning, at home and abroad for teacher evaluation studies reviewed, research ideas and methods to study the challenges and potential of innovation and so on.The second section deals with the evaluation of primary and secondary teachers on the basis of the theory. China’s primary and secondary school teachers and to the development of evaluation system for clues to changes in the institutionalization of teacher evaluation process is divided into three periods:1teacher evaluation infancy,(after the Cultural Revolution to1983)); teacher evaluation system starting with the period of development1984to1995); of teacher evaluation system of the legal system and the building period (after1996).The third part of evaluation the existing primary and secondary school teachers, the main issue, which is the focus of this one. China’s primary and secondary school teachers, evaluations primarily in the following three aspects:First, the evaluation of the main one; second evaluation model isomorphism; Third, the evaluation unreasonable.Part IV discusses the evaluation of the Anglo-American school teachers an overview of evaluation mechanisms and reform measures, through a comparative analysis of China’s primary and secondary school teachers can provide evaluation of learning, inspiration.Part V discusses solve the existing problems of teacher evaluation and the specific measures the theoretical point of view, summarizes the scientific and rational, realistic, three principles of seeking common ground. Responses of our proposed mechanism for innovation in primary and secondary teachers evaluation of four proposals:First, the wealth of the main evaluation, promotion of multi-evaluation; second is a sound evaluation, the scientific evaluation; Third, standardize the evaluation process, the establishment of the legal system evaluation; Fourth, improve the evaluation approach, innovation evaluation model.
