Internet was born during the period of the tremendous development of the computer industry. As the product of the development of human civilization, it represents the nature property of new technology. With the development of science and technology, the development of internet shows more and more the property of its own. Internet has got the feature of sharing, multiplication, openness, and it also has the character of fasting communication and broadly spread. The word of netizen was born with the development of internet, and the action of the netizen on the internet was gradually becoming the focus of the studier and the research department. The act of the netizen on the internet is the basic factor of the internet literacy, aiming at the psychology and act character of netizen act on the internet. This is the basic way to have a knowledge of the so-called internet literacy.The study of information literacy did not appear until1970s, when this concept brought up by the chairman of American Industries Association, Paul Zurkowski. It is the overall concept of internet literacy, which is based on the information literacy and serves as an important measure of the ability and standard of the netizen act. With the development of network, the internet information becomes complicated, disordered, and of different quality, therefore healthy internet literacy is needed as the guarantee of proper act on the net. The growing number of human flesh search, fraud on the net, hackers, and infringement stresses the significance of promoting internet literacy.The promotion of internet literacy should be based on better understanding. To know about the all-of-aspect status of netizen internet literacy, researchers must examine the feature of netizen act from all perspectives. My questionnaire includes five parts (aiming at the middle school students):first, the internet technology knowledge and cognitive ability; second, critical selective ability; third, self-awareness to make use of the web information; fourth, self-control of act on the net; fifth, the status of safety consciousness. By analyzing the survey findings of the above, I have a better understanding of the status of internet literacy of middle school students in Changchun. Owing to this, I suggest that only the common effort of government, society, school, and family can improve the internet literacy of middle school students in Changchun, and help to form healthy view of life, world and value.
