" The special-post plan" is the implementation of compulsory education equalization strategy’s major initiatives in my county since2006. played an important role to establish open, equality, competition and merit of the rural teachers supplement mechanism, the special-post teachers who join in the "The special-post plan", the special identity for3years, after3years’ internship, assessment of qualified teachers in special-post can transformed into a local official teachers. Transitional identity determines the particularity of special posts for teachers’ professional development, and the effectiveness of the professional development of teachers in special post largely determines the effect of special posts for the implementation of the Plan.The graduates who join in the "Special-post plan" carries the dreams of youth, the revitalization of rural education came to the Midwest vacancies primary education front line. There are still many difficulties in wages, housing conditions, integrate into the local community life, get support and so on. Compared with the in-service teachers. There is a contradiction of the teaching philosophy with the realities of rural education in teaching, professional counterparts and other issues. Entry training education opportunities are few. From the point of view of the professional development of teachers, the development of beginning teachers is very unfavorable. Special-post teachers in the professional development process, due to the vagueness and uncertainty of the identity of its own human capital property, caused by the inefficiency of professional development, professional development effectiveness.To solve these problems, the local financial and education sectors should increase efforts to support teachers in special post, perfect the system of special-post teachers’ salaries, especially performance-based pay system. Add to Special-post teacher training education opportunities, improve the quality of training. Schools and recruiting department released a recruitment program to interact note job status timeliness. The school where the special-post teachers in should be optimized in accordance with the principle of comparative advantage configured to maximize the value of the special-post teachers to promote special-post teachers’ professional development and self-development.
