Study On Urban Housing Security System Of Chongqing

The residence, one of the basic questions of human life, is the premise and foundation of other social activities. It has a very important and far-reaching significance for both individuals and society. With the development of market economy, China’s housing system has gradually reformed from centralization of management and allocation to monetization and commercialization, which greatly improved the quality and size of housing. But actually the price of real estate have been rised all the way due to the acceleration of urbanization and industrializationc and leaded to an insurmountable gap between the price and ordinary income. In addition, serious shortage of government’s affordable housing has caused increasingly severe housing problems, even many social problems. The municipal government has great contributions to construction of people’s livelihood and social security, including. In particular, the public rental housing security system, the chongqing mode of housing safeguard, which made a major breakthrough in solving housing problems in the whole country.This paper uses the market failure theory, social security theory, fair distribution theory, housing filtering theory, social stratification theory, social mobility theory, and combinsquantitative analysis, comparative analysis and theory of normative analysis to study the chongqing housing safeguard system.In the main part of this article, the housing security system and some experience in the UK, U.S., Singapore, Hong Kong will be given out And then a literary review will be given on the Chongqing urban housing security system, and a detail study will be showed in the system of low-rent housing, affordable housing system, the transformation of shantytown houses system, city village reconstruction houses system, migrant workers apartment system, system of housing accumulation fund. It focus on the public rent system and summarizes relevant experience and the existing problems of chongqing housing security policies. Based on the experience of above four developed countries’ housing safeguard systems and the situation and future of chongqing urban housing security system, some measure will be given:to set up income restrictions and regular property declaration mechanism; open up special low-rent guarantee migrant workers channel; cancel the affordable housing system; slow down the rent construction speed; speed up the construction of legal housing system and improve the housing market mechanism.
