The Analysis And Advices About Certain Typical Problems In The Management Of Bid Evaluations In Key Procurement For Large State Own Companies In China

Tendring is playing an critical role in key procurement for large state own companies in China. However, the problems showed in the bid evaluations in the procurement cause some large and negative influences on China’s development. In order to solve the above problems and improve the bid evaluations, I wrote the thesis to study certain problems in bid evaluations in key procurement for large state own companies in China.The major problems found in the bid evaluations include Approaches of the Design of Bid Evaluation Methods, Problem of Grouping Experts, Dispose of Disputes in Bidding Evaluation Meeting, Problem of Restarting Bidder Quarlification Inquiries, the Problem in Audit of the Bidding Evaluations and so forth.This thesis will focus on Approaches of the Design of Bid Evaluation Methods and Dispose of Disputes in Bidding Evaluation Meeting. In order to solve these two problems, I will analysize the problems and make relevant suggestions. The analysis and suggestions are based on Kraljic Model, Kotler’s customer classification method, theories in organizational behavior, my working experience and so forth. Analysis and solutions about other problems mentioned in the second paragraph in this abstract will be presented in this thesis, too.The new approach of the Design of Bid Evaluation Methods proposed in the thesis is better than the current approach used in the Design of Bid Evaluation Methods in China probably.In addition, the new Dispose of Disputes in Bidding Evaluation Meeting proposed in the thesis shows more advantages than the dispose used to solve the disputes in most bid evaluation meetings in China.After searching information that was relevant to the above content, I found that some suggestions that I made in this article have never been published. These suggestions include the appliances of Kraljic Model and Kotler’s customer classification method to the design of bid evaluation methods, a new dispose of disputes occurred in bid evaluation meetings, etc. It is estimated that the problems, analysis, and proposals in the thesis will be valuable to tenderees, tendering agents, bidders and supervisors.
