Drinking water safely is a basic human needit is a major project matter of people’s health and lifesafety. According to The "Eleventh Five-Year Plan of National Rural Drinking Water Safety Project t, thereare still312million people of unsafe drinking water quality in China’s rural areas and220million peoplecan not arrive safety standard. Protection of rural drinking water safety is not only a matter of life andsecurity, but also a rural economic matter and social sustainable development matter. The popularity ofrural water and drinking water safety has become an important issue for China’s new rural construction.The state has invested heavily in the construction of rural drinking water safety project, as known as "themasses are most satisfied with the practical." The management is the key to enable the project to play thenormal benefits, to ensure that the rural population long-term drinks safe water. In order to achievelong-term and sustainability of rural drinking water safety, we must solve only built regardless,reconstruction light pipe issue. As a follow-up management issues to strengthen the safety of drinkingwater projects has become an important issue facing all levels of government.In the urban-rural dual system and the rural mode of urban management, urban-based facilitiesmanagement-oriented infrastructure management in rural areas lags behind urban areas. Safe drinkingwater projects are a main work of water resources government departments, local governments, villageself-government organizations and villagers, and many other in rural areas. Especially in supporting thecontext of the national investment and local funds, property rights and management rights of the ruraldrinking water infrastructure in the State, local, with the villagers. How to allocate and how to establish aneffective management system to avoid " Free rider problem " phenomenon and other management issues, is not only relating to the use of drinking water infrastructure efficiency, but also influencing the Farmers’benefit degree. In our rural areas, there is a certain degree of particularity about the follow-up managementof safety engineering, because the socialist market economic development, the rural population level ofknowledge and material conditions, rural and sparsely populated, construction projects scattered the wateroperating costs in rural areas than in urban. The existence of these objective conditions means that thesubsequent management of rural drinking water safety, market-oriented operation, yet there is a defect inthe follow-up management of rural drinking water safety. In the Subsequent Management Process ofRural Drinking Water Safety, there is a certain scientific and practical significance.In this paper, I select the agricultural city of ZhouKou as an example. The city has a strongrepresentation. ZhouKou City is in the YuDong Plain, is a large population and less developed regions. Weknow that the most rural of China belongs to the less developed regions. Therefore, the study has bothtypical and reliability. In the area, rural drinking water safety follow-up management modes have the basicshape but not identical, because every unit is not same. To attempt identify the existing problems can becategorized based. The paper is based on the theory of government management recommendations. Thestudy found that the rural drinking water safety follow-up management of ZhouKou has made outstandingachievements in the formation of different modes, but there are also the lag of the system construction, lackof social support systems and farmers’ participation level deep. Therefore, we should strengthen thegovernment’s responsibility, and institution building multi sect oral cooperation and communityinvolvement platform, publicity and enforcement to raise awareness of service and capabilities, departmentresponsibility docking and expansion of funding sources, the effective practice of the SubsequentManagement Process of Rural Drinking Water Safety.
