Due to differences between public infrastructures of urban and rural areas caused by natural conditions and the dual economic structure, in fact, a large gap exists between rural drinking water security and urban drinking water safety. In order to build a new socialist countryside, rural drinking water safety project must be carried out to solve the problem of people’s drinking water safety and to improve rural production and living conditions. It is the most urgent and practical problem. Meanwhile, it is a significant measure to promote rural economic development, to increase farmers’income and to improve farmers’ body and mind health. Rural drinking water safety problem is not an individual, phenomenal and transient issue so that its solution needs a systematic, organized and sustainable security and operating mechanism instead of emergency measures.In this dissertation, surrounding with rural drinking water safety problem and solution experience in some related areas, exhaustive investigations and studies are operated aiming at rural drinking water safety projects implemented recently. The analysis contains three aspects as follow. Firstly, the conception of rural drinking water safety problem and its influencing factors are proposed. It is pointed that water safety problems mainly conclude rural drinking water safety issues. Problems of rural drinking water engineering management are introduced. It is necessary to explore rural safe drinking water security operating mechanism so that to solve the problems of rural drinking water. Secondly, measures to establishment the management mechanism of rural safe drinking water project are proposed. Based on the theoretical achievements of predecessors and practical experience, combining public product theory and new public service theory, solutions and measures are proposed. In order to ensure the positive operation and Long-term effectiveness of rural safety drinking water projects, management mechanisms are built systematically and three kinds of management pattern summarized. Last but not least, how to ensure the efficient operation and sustainable development of these management mechanisms proposed previously. The evaluation index system of rural drinking water project management is built. Then, with analytic hierarchy process, qualitative analysis is transformed into quantitative analysis. The weight of each evaluation index is calculated so that rural drinking water safety management is more specific. Consequently, the impact of project safety managers’ subjective factors is weakened. Throughout the comparative analysis of the previous three kinds of management pattern, the water supply association is the most suitable management pattern for rural safety drinking water projects in Loudi city. Policy suggestions for safety drinking water management in LoudeShi city are demonstrated. The management modes and its analysis approach proposed in this paper can be used for reference to other areas.
