Research On Technology Innovation Capability Maturity Model Building And Evaluation Of Small And Mid-sized S&T Enterprise

With the increasingly internationalized market competition intensifies, enterprise technology innovation ability strong and the weak directly related to the survival and development of enterprises. Especially in our country to build an innovation-oriented country, for a period of strategic opportunities for small and mid-sized S&T enterprise such taking innovation as the vitality of the important subject, enhance its technological innovation ability is not only the core competitiveness of enterprises to obtain, and the way the construction of innovation system of our country have very important significance.This paper firstly in the study of enterprise technology innovation ability and maturity theoretical aspects of relevant literature, found that for small and mid-sized enterprise technology innovation ability of research, namely into blank on its innovation capability maturity model to evaluate and improve process improve ability. On the basis of relevant theoretical overview, analyzes the technical innovation capability maturity model applied to field the feasibility of the technology innovation ability evaluation in China, mainly from small and mid-sized enterprise technology innovation status and problems analysis, and discovered that existing evaluation method of technology innovation ability of technical innovation ability is not enough, so we need the improve a more effective evaluation and improvement tools, application of maturity model of enterprise technology innovation ability of the evaluation is discussed, and the advantages of maturity model is applied to technical innovation capability evaluation conditions are illustrated, finally clear the capability maturity model can be used for technical innovation capability evaluation.Based on the basic research, the paper constructs small and mid-sized enterprise technology innovation capability maturity model of model framework, first introduced, further will model into external structure and internal structure two aspects, and discusses the application of the model evaluation of enterprise technology innovation ability of the process and the key method are illustrated,and build group-based group AHP and TOPSIS techniques to improve innovation capability maturity assessment model and the model are described in the application mode. Research ideas are as follows: First, the external structure of the model in the study, the main defining all the technical innovation capability maturity level, and the transition between the various levels of relationship are described, in general, understanding the technological innovation capability maturity gradually improvement process; Secondly, the research model’s internal structure, mainly based on analysis of the innovation process of technological innovation identified several key elements of its key indicators, and ultimately build a model of internal evaluation index system; again, building technological innovation capability maturity assessment model; Finally, the model shows the application of the model, it is a gradual improvement process.Finally, the paper selected as the study five samples of SME, to prove the applicability of this proposed model and its characteristics, not only to compare the level of the enterprise’s technological innovation capability advantages and disadvantages, but also found that the overall constraints of technological innovation development bottlenecks, identify their location for business and the gap with competitors, providing a quantifiable measurement, and can be sequential improvement measures and ideas. And proposed to improve the capacity of SME innovation strategies and recommendations for enterprises to improve technological innovation for reference.
