Research Upon The Issue Of Poverty Alleviation Development

The issue of poverty is one of the most cosmopolitan challenges. Remitting and wiping out poverty and the final realization of common wealth to all of nationalities nationwide is the essential requirement of socialist system on one side, and obligatory historical responsibility taken by communist party and government on the other side. Bringing poverty alleviation development into effect is the objective need of the realization of common wealth and well-to-do society. Since the establishment of new china in1949, and specifically the opening-up and reformation in1978, poverty alleviation work in Gannan Tibetan Autonomous Prefecture had been given greater help and support, and after30-year unremitting endeavor, help-the poor-work had got remarkable performance, and however, since Gannan Tibetan Autonomous Prefecture is located in Cold Mountain Region, in the sense that such all aspects as natural condition, humanist surroundings, social undertaking and economic foundation are in bad condition and mood, and that the situation and issue of poverty is very severe and highlighted. Making some research upon poverty issue inGannan Tibetan Autonomous Prefecture not only presents its greatest significance in about all-round sustainable development of society and economy for region far away from the center of the city, but also has got its real importance for national unity, border defense consolidation and social steadiness.This dissertation mainly tried the most to make analytical research upon the situation of poverty in Gannan Tibetan Autonomous Prefecture from angles of development economics, institutional economics and national sociology by reviewing back all the phases of developing help-the poor-work, and by analyzing the ready-gained result and existing problems, and by having insights into discussing about characteristics of poverty alleviation development through employing sociology, economics and administration management, and on the other hand, the reasons for the poor being into poverty have been made a further research,and some policy and advice also have been proposed in order to seek for suitable solution to poverty alleviation.This dissertation is divided into five sections:The first section is about introduction, mainly making some introduction of background of topic the dissertation was going to select. and the importance of selected topic and major research methodology.The second section is going to proceed with some definition about poverty that is divided into absolute and relative, and briefly elaborates the reasons why the poverty has been produced in existence, and thirdly, makes some general introduction o relative theory of poverty alleviation from home and abroad, finally, sub-describes the specific mode and importance for implementing poverty alleviation development in minorities’ region.The third section first makes some presentation of general situation and poverty state in Gannan Tibetan Autonomous Prefecture, and then elaborates some most important factors which constrain the development of the poor in it, and thirdly makes some careful reviews into the progress in poverty alleviation development since opening-up and reformation in1978, and lastly, generalizes and summarizes poverty alleviation development systemically in Gannan Tibetan Autonomous Prefecture from such respects as guidance ideology, policy, principle. target and task.The fourth section has got greater insights into analyzing the difficulties in the poverty alleviation development from subjective and objective side, and another, there are from natural environment, humanist surroundings and mode of production to infrastructure, economy in agricultural and pastoral area, policy to poverty alleviation, population quality, cultural education and informal system, etc, which are all the time challenges the poverty alleviation development would meet in Gannan Tibetan Autonomous PrefectureThe fifth section reflects upon strategy into poverty alleviation development in Gannan Tibetan Autonomous Prefecture and at the same time proposes some relative policy which gives some suggestions to the government that it should put more emphasis upon transforming perception, developing educational cause and economy with local characteristics and coordinating poverty alleviation development and protecting environment, and so on. And the end of this part makes some analytical penetration into about how to deal with three relationships among help-the poor, development and stabilization.
