With the constant and rapid growth in volume of civil aviation traffic, it has became more and more difficult for Air Traffic Management System to guarantee the flight safety, and the existing concepts and models of management can not cater to the growing volume of flights any more.After the completion of integrated progress for Air Traffic Management System, we urgently need to apply methods of up-dating concepts for the performance management, and to set up a new performance management system in order to match the progress.Based on requirements of the development, S Air Traffic Management Station (S ATMS) took the lead in setting up and practicing performance management within the whole organization, and searching for effective solutions to the questions of how to make performance management match with institutions, such as Air Traffic Management System.At present, Air Traffic Management Bureau of CAAC has planned to apply performance management to all the subordinations in range of the whole country. Therefore, it is really meaningful for the whole Air Traffic Management industry, to study the practice experience of performance management in SATMS, especially focusing on the study in the Performance Appraisal Indicators System.This Article studied for the typical problems existing in Performance Appraisal Indicators of the SATMS, including: The indicators of the performance appraisal does not completely reflect the results of target decomposition; The indicators’weights are not enough scientific; Rational assessment criteria are not clear enough and it is difficult to accurately evaluate employee’s performance, etc. This Article also analyzed the cause, and brought out optimized solutions for the Performance Appraisal Indicators. And I hope the solutions would provide clear and specific ideas and measures to the Performance Appraisal Indicators optimization of SATMS and would be used for valuable reference for the whole Air Traffic Management System to practice performance management.The Article is divided into five parts. The first part is the introduction, mostly in background and significance of topic selection, study range and methods, brief content and structure. The second part is about literature review, introduction of basic concepts and theories of performance, performance management, performance evaluation and indicators, which are the theories supporting to the latter design of performance appraisal indicators optimization solution. The third part is the analysis in present performance appraisal indicators system of SATMS. The forth part is the optimum design scheme of performance appraisal indicators solution for SATMS. The fifth part is the conclusion and outlook of the article.
