Research On The Promoting Mechanism Of The Building Energy Efficiency And Green Building Demonstration Area In Jiangsu Province

With the increasing pressure of building energy saving, Jiangsu Province began toexplore gather demonstration project of building energy efficiency, building energy efficiencyof special funds to support the construction of the building energy efficiency and greenbuilding demonstration area. Through investigation, by the end of2011, there are19buildingenergy efficiency and green building demonstration areas in Jiangsu Province. They aredeveloping rapid and achieved some success in green building, renewable energy and regionaltechnical system. However, the demonstration areas are faced with some problems, such asoperation power shortage and the slow or stagnant pace of construction. The results achievedby the demonstration area are not satisfactory. Therefore, the construction of the demonstrationarea in Jiangsu Province is faced with the largest problems are how to promote thedevelopment of the demonstration area and how to mobilize the enthusiasm of the mainimplementation in demonstration area, and they are the main content in research.Firstly, this paper defines the concept of building energy efficiency and green buildingdemonstration area, and clears the characteristics and the construction content of thedemonstration area. At the same time, it deeply studies the development status and theproblems of building energy efficiency and green building demonstration area in JiangsuProvince as well as related policies and measures introduced by the government. The papercomes out the root causes of a series of questions in demonstration area are lacking ofsystematic promoting mechanism. Secondly, based on the research status of demonstration area at home and abroad andrelated theoretical studies of the demonstration area, the paper builds the promotingmechanism system, including dynamic mechanism, incentive mechanism, restraintmechanisms, and operating mechanism. And then, it builds the content in detail for the variousmechanisms.Finally, the paper takes the Northern City Industrial Park in Liyang EconomicDevelopment Zone as an example, and analyzes its existing security measures, constructionstatus and problems in the development. It redesigns the mechanism for the Northern CityIndustrial Park via the promoting mechanism built previously in demonstration area to ensuredevelopment goals of the Northern City Industrial Park in Liyang Economic DevelopmentZone.This paper builds the building energy efficiency and green building demonstration area inJiangsu Province through research, providing a guideline and reference for speeding up theconstruction and development of the demonstration area as well as has a positive on theconstruction energy saving and emission reduction in Jiangsu Province.
