In October1,1993the" state civil servant Provisional Regulations", to January1,2006" people’s Republic of China Civil Law" carry out, the two ordinance for civilservants of the occupation career management to provide legal support. Our countrypublic personnel line from traditional personnel management to human resourcesdevelopment and management.The government actively promoting civil occupation career managementsystem development, is me the innovation of personnel system performance,improve the quality of civil servants season and efficiency, but also better for thecountry, serve the people. Is also a kind of advancing with the times, in theincreasingly fierce competition today, civil servants on the value of their own toachieve more expectations, new knowledge and new skills have more pursuit,government hand must complete the personnel structure adjustment, on the otherhand to occupation career development to help. So in the era of knowledge economy,civil servants occupation career management is particularly important.This paper studies the value: civil government is organized in the most active,the most important factor, in the individual pays more and more attention to realizeself value today, how to improve the civil servant individual quality at the same timeto improve the efficiency of the government, government implements talent strategyis an important issue, occupation career management just to the government and thecivil servant a a" win-win" platform.Objective: the main objective of the research is to help government departmentsto strengthen the civil servants occupation development and management, make theperson and organization match occupation demand, achieve the organization target.The main contents of this paper: the use of occupation developmentmanagement theory at home and abroad occupation development managementsuccess experience, analysis of the present stage of our country civil servants occupation development management problems and to analyse its depth secondreason, from the perspective of the government and civil servants own perspectivetwo aspects to elaborate how to build good occupation career civil servants"win-win" management model, finally through the analysis to the win-winmanagement pattern and realistic problems in practice puts forward reasonablesuggestions for improvement.In this paper, the key problems to solve: Based on the management of civilservants into based on the theory of occupation career management theory, thepurpose is to find a suitable for the national conditions of our country, and can makethe civil service and the government to the common development of the occupationcareer management" win-win" management mode.
