Emergency Information Requirements Research Based On Scenarios

In recent years, with the peak of emergencies arriving all over the world, the relatedresearch of emergency management is becoming the focus of scholars. Under the condition ofinformation expansion and rapid technology development, new theories and methods are neededto introduce into the study of the emergency management, in order to deal with variousemergency situations. Emergency information requirements analysis is a prerequisite to carry outthe work of emergency management. At present, the research on emergency managementinformation requirements analysis is less in this country, and it belongs to a relatively newresearch field. Effective emergency information requirements analysis method can help grasp allthe information of events accurately, and it will have a direct impact on the efficiency andeffectiveness of the emergency response.Based on the research on the theory of emergency management information requirementsanalysis, this paper presents a scenario-based emergency information requirements analysisframework. First, the related content of emergency management and scenarios, the generalprocess of emergency managements information requirements analysis are described in detail;then the next part analyzes the correlation among the scenario, the tasks, ability and informationrequirements, and builds a scenario-based emergency information requirements analysisframework, analyzing its use process. According to the particularity of unconventionalemergencies, this article also puts forward suggestions for improvements of the analysisframework. Finally, the analytical framework is used in rescue information requirements of therail transportation poison gas attacks scenarios.
