Civil servants is an important part of the cadre team and the backbone of the socialist cause.Strengthening the management of civil servants is conducive to consolidating the national foundation and maintaining the vitality of economic and social development forever.As a necessary means to strengthen the management of civil servants,examination plays an indispensable role in improving the overall management level of civil servants.The assessment system of civil servants consists of multiple elements such as the relevant system of assessment,assessment implementation institutions,assessment content and standards,assessment procedures,and application of assessment results.It plays an important role in the management of civil servants by guiding,motivating and supervising civil servants.In recent years,with the strategic goal of "one pilot zone,three new highlands",the county-level city Y focuses on the "2+2+4" key industrial chain,striving to become the pilot zone for trans-river integrated development,fully integrating into Ningzhenyang and deeply integrating into the Yangtze River Delta.Bureau Z of Y City strives to be the pioneer and take the lead in the construction of "Cross-river Integrated Development Pilot Zone",and realizes the "14th Five-Year Plan" with a good start and a strong start,providing strong support for the economic development of Y City.The achievements achieved by Z Bureau of Y City cannot be separated from the construction of civil servants,which cannot be separated from the management of civil servants,and the assessment system of civil servants is one of the most important links of civil servants management.Undeniably,with the deepening of institutional reform and the implementation of the parallel system of civil servants’ positions and ranks,the problems existing in the assessment system of civil servants of Z Bureau of Y City are becoming more prominent.Therefore,it is of great significance to study and optimize the civil servant assessment system of Bureau Z of Y City for the construction of civil servant team of Bureau Z of Y City and help the high-quality development of Y City.This paper takes the assessment system of civil servants in Bureau Z of Y City as the research object,takes the hierarchy of needs theory,management by objectives theory and new public service theory as the theoretical basis,and discusses the general situation of Bureau Z of Y City,the general situation of civil servants and the current assessment system of civil servants through literature research,questionnaire survey,interview,comparative analysis,analytic hierarchy process and other research methods.It is found that there are some problems in the assessment system of civil servants of Bureau Z of Y City,such as the urgent need to further improve the assessment awareness,the need to further improve the assessment index system,the need to further standardize the assessment procedures,the need to further enrich the assessment forms,and the need to further strengthen the application of the assessment results.By analyzing the causes and referring to the advanced practice of civil servants assessment in other regions of China,Some countermeasures and suggestions are put forward,such as perfecting the assessment mechanism,perfecting the assessment index system,standardizing the assessment procedure,enriching the assessment forms and strengthening the application of results.I hope to improve the construction of the civil servant team in the Z Bureau of Y City through the research results of the optimization of the civil servant assessment system in the Z Bureau of Y City,it can provide reference for the government departments at county level and the civil servants’ assessment system optimization of Natural Resources and planning system at county level.
