To strengthen the social management innovation, is related to consolidate theruling status of the party, national long period of stability, closely related to people’slive and work in peace, to continue to seize and make good use of China’sdevelopment of the important period of strategic opportunities, promoting thedevelopment of the party and state, to guarantee and improve the livelihood of thepeople, maintaining social harmony and stability is of great strategic significance,implementation of comprehensive well-off society in the grand goal. Since the reformand opening up, with the development of socialist market economy, our country in thefield of employment, income distribution, social security, education, health, housing,the relationship between urban and rural areas, has carried out a series of socialmanagement system reform, the initial formation of both full of vitality, and therelative order of social management situation. However, with the rapid economic andsocial development, China is facing some new situations, new problems and newchallenges in the social management, the government and all social originalmanagement pattern, in many aspects has not fully adapt to the need of newdevelopment. Therefore, the new era, facing the new situation, the new tasks, newrequirements, how to play the important role of trade unions and other people’sorganizations, participation in strengthening and innovating social management, andgradually formed a "new pattern of social management under the leadership of theParty committee, government support, the Union operation, with the parties, together",has become a new subject of China’s economic and social development is a major taskof economic and social reform.The essence of social management is the management of people, the work is abasic work of social management, trade union as the representative of the bridgebetween the party and the masses of workers and the link, an important social pillar ofstate power, the interests of workers and safeguard workers, participation instrengthening and innovating social management, staff in the mass work, has a soundorganizational system, contact with the masses, familiar with the basic situation,understand the broad masses willingness of unique advantages, in the coordination oflabor relations, building a harmonious society, promoting social managementinnovation process, plays a role can not be replaced by other organizations. Mass organization as a voluntaryunion of workers, trade unions have no administrative resources, lack of grip, the lackof prestige among staff, resources and limited means, to carry out trade union workideas is not wide, content is insufficient, not much, innovation is not enough, notreally adapt to the demand of the masses of workers and trade unions, thestrengthening and innovation of social management in the position and role of gap.The party’s eighteen big points out, to strengthen people’s organizations in socialmanagement and service functions, give full play to the basic role of the masses toparticipate in social management, support the trade unions, the Communist YouthLeague, women’s federations and other people’s organizations to give full play to therole of bridge, better reflect the voice of the masses, safeguarding people’s legitimaterights and interests. Therefore, this requires us to further study the laws of socialmanagement, update the concepts of social management, the integration of socialresources, system and mechanism innovation of social management, to form a newpattern of social management. Based on this, the role of trade union organizations toparticipate in the new era of social management innovation, the breakthrough pointaccurately grasp the unions represent the workers to participate in social managementinnovation and point to further clarify the union, participating in social managementinnovation, constantly exploring effective ways of trade union participation in socialmanagement innovation, to give full play to the role of trade unions in the structure ofsocial management, and promote the building of a harmonious labor relations,improve and protect the livelihood of the people, maintain social harmony andstability, promoting economic and social development, build comparatively well-offsociety in the round, with its profound and realistic significance and the practicalsignificance.The trade union organizations participating in social management innovation roleas the research object, a unique advantage mainly carry out the trade unions from themass organization nature and unions masses work reality, the necessary need of tradeunions participation in the social management innovation and to participate in the management innovation, combining with the current situation of our society tradeunion organizations, on the basis of domestic and foreign social managementinnovation of theory and experience, and gradually to establish trade unionorganization participating in social management and the role of innovation andimplementation approaches, in the hope of establishing operation mechanism of atrade union organization participating in social management innovation system.
