Accompanied by the development of livable cities, a growing number of people beginto pay more attention to the development of communities which are basic units of cities. Inacademic circles, although scholars have carried out many studies, they pay little attention tocommunity evaluation standard of old industrial relocation area. There are old and newcommunities in old industrial relocation and different evaluation criteria for livablecommunities, so the study is perfectly necessary.On the basis of Sustainable Development Theory, livable environment theory andhumanity demand level theory, the paper draws lessons from evaluation standards of livablecities and defines the direction of evaluating livable communities. The paper takes use ofDelphi Method to select assessment indicators and builds assessment index system of livablecommunity of old industrial relocation area including5first-level indicators (communitycivilization, community environment, life convenient degree, living standard and communitypublic safety),17second-level indicators and70standards. The paper uses AHP Method inorder to determine index weights. At last, the paper takes use of Fuzzy ComprehensiveEvaluation Method to design the evaluation process.The paper measures livable degree through the empirical analysis on Xinhu Communityand Liming Community of Tiexi District. Then according to results, the paper conductsin-depth comparative analysis.At last, the paper brings forward six suggestions including doing a better constructionplanning, enhancing modern civilization community degree, focusing on communityenvironment construction, strengthening and perfecting elasticity construction ofcommunity service facilities, improving living standards and improving the community’spublic safety system.
