"Civil servants law" was promulgated in China in2006, it marks the civil servants management embarked on a track of legalization, standardization and scientific. And civil servants of enthusiasm and ability for work directly affects the discretion of the government administrative efficiency, how to motivate civil servants, improve the work efficiency, and improve the government administrative efficiency, has become the government regulators are looking forward to solve the problem, experts and scholars research on civil servants incentive mechanism of the important topics.Theory of incentive mechanism of civil servants needs theory, human nature assumption theory, fair theory. Paper through studying the basic theory of civil servant’s incentive mechanism, foreign development in civil service incentive mechanism, the analysis on the successful experience of incentive mechanism and the shortage of draw lessons from the successful experience, the operation situation civil servants incentive mechanism and in terms of negative incentive measures for analysis of lanzhou city in recent years, points out existing problems and reasons in the civil servant’s incentive mechanism, on this basis, combined with personal understanding of the civil servant’s incentive mechanism, incentive mechanism of knowledge, work practice, proposes some countermeasures about lanzhou city civil servants incentive mechanism.Thesis is divided into six parts, the first part is introduction, the research background, research significance and research status at home and abroad are introduced; The second part of civil servant’s incentive mechanism related concepts and theoretical basis for the interpretation; The third part introduces the civil service system in several typical countries and put forward the place worthy of learning; The fourth part of lanzhou city civil service incentive status, existing problems and root causes are analyzed; Fifth part for strengthening the lanzhou city civil servants incentive mechanism put forward their countermeasures, including strengthening learning training, regulating the competition, to strengthen the inspection work, the introduction of performance-related pay, refinement of rewards and punishments rules, open "out","enter" channel, improve the long-term negative incentive mechanism.
