Civil servants incentive problem attaches great importance to the governments,both political and academic circles are given attention, as a very important part of themodern civil service system, and its social significance is very important. Its socialsignificance self-evident. Along with our country market economy system of continuousimprovement, the government reform deeply, all levels of government responsibility ismore and more important, the expectation from people to the government and publicservants are getting more and more high. In January2006,"the enforcement of theofficial servant law" marks our civil servant system into the orbit of legal and scientificsystem. At present, in China’s civil servant incentive mechanism has made greatprogress, but it also has many problems. Therefore, further defined the civil servant lawand other related system, closely civil servant law, further improve the civil servantincentive mechanism, explore the consummation of the civil service incentivemechanism way, has the very vital significance. Establish and improve, put in place ofthe public servant incentive mechanism, and help to stimulate the work of our civilservice enthusiasm, improve work efficiency.This paper, start from the theory relation of motivation of enterprise incentivemechanism theory and foreign incentive mechanism model, introduces the incentivemechanism of civil servants and the related concept, to the civil servants member workincentive mechanism are analyzed, at the same time in developed countries as referencecivil servant incentive mechanism characteristics,not our civil servant incentivemechanism and foreign developed countries on behalf of the state typical betweendifferent, find our country in compensation mechanism,evaluation mechanism,promotion mechanism, the mechanism of rewards and punishments,etc the paper shouldbe worthy to further research, for JN district of the public servant incentive mechanismapplied research provide relevant theoretical support.According to the specific circumstances of JN district as an example, the paper inview of the present situation of public service incentive respectively, to analysis theassessment,rewards and punishment,promotion,salary and welfare. Through sort offorms as the questionnaire investigation, interview and others of JN district, the "civilservant incentive mechanism questionnaire", combined with related theories of motivation, it is concluded that JN district civil servant incentive mechanism reformSuggestions. Perfect the incentive mechanism, the compensation mechanism,performance evaluation mechanism, competition mechanism, and at the same time, setup the science of the incentive mechanism concept, establish and perfect the basicprinciples of the incentive mechanism. At the same time, to inspire civil servants’ innersex incentive factors effect, guide the civil servants to strengthen self motivation.In further perfecting JN district government civil servants incentive mechanismconstruction, to provide construction opinion at the same time; it also can be a wellexample for other areas. To explore and construct district civil servants benign incentivemechanism, set up and carry out a scientific concept of development and the correctview of incentive. Facilitates the district government to establish efficient clean workpattern. To explore and construct the reference of the local government public businessmanagement mode.
