A system of civil service examination system for civil service personnel management play a decisive role in the quality, the relationship between administrative execution and citizens to protect the legitimate rights and interests. With the establishment of a series of laws and regulations promulgated and bureau of civil servants, civil service examination system in our country has been continuous development. But there are some problems in the running process of the civil servant recruitment examination system, these problems caused the writer’s thinking.The first chapter defines the scope of this study, the "official","test","the civil service examination system" concept, based on this, discusses the value foundation of the civil service examination system of China’s constitution and the civil servant recruitment examination system, namely equality, democracy and the rule of law.The second chapter is the analysis of the system history and the present development situation of the civil service examination system in China, according to the longitudinal analysis, understand the development process of the Chinese civil servant recruitment examination system, and the results achieved.The third chapter analyzes the main problems existing in civil servant examination, practice in China including:at the registration stage, there is lack of rationality examination limit, collecting entry fees lack legitimacy problem; in the written examination and interview stage, have written scientific installation, the interview is lack of effectiveness of the problem; the review stage after the exam, there physical examination and careful not normative; at the same time, points out the defects existing in civil servant examination dispute resolution mechanism in the present.Finally, in view of the existing problems in China’s civil service, puts forward some ideas of perfecting, measures to solve the above-mentioned problem. Including the development of "anti-discrimination law", strengthen the examination fee legitimacy, improve the relevant regulations, establishing diversified examination team of interviewers, the reform of the administrative appeal system, perfect the administrative reconsideration and the administrative litigation system, broaden the examination dispute solution.
