Affected by the western administrative reform, China first proposed the concept of "service-oriented government" in2004, in the subsequent meetings of Party and country. The concept of "service-oriented government" has become the values which advocated by every party and central government leaders and building a service-oriented government gradually became the new value orientation of China administrative reform. In China, the implementation and enforcement of government administrative reform are civil servants, and building a service-oriented government put forward higher requirements to the civil service and system. However, throughout the civil service system construction now, there are still many problems, such as the civil service consciousness is not strong, and the masses of decoupling, comprehensive quality and ability still insufficient, the existence of unfair and unjust and low efficiency in the civil service management system, these are not the requirement of service-oriented government. Therefore, to reform the current system of civil service has become the active demand of the service-oriented government construction. This paper adopts the literature analysis method, questionnaire survey method and interview method, chose three county government from eastern, central and western as the research objects, because of its civil servants have the characteristics of grass-roots, directly facing and so on, and this research has certain guiding significance to construction of the civil service system under the background of service type government. Introducing the concept of service-oriented government to the construction of country governments, and research on the background of service-oriented government, the three country governments’effect and problems in civil service recruitment, training, assessment, salary and welfare and promotion system, then analyze the relation between the construction of the local civil service and service-oriented government, and seeking the direction and the path to improve the civil service system.This paper consists of six parts. The first part mainly introduces the background and significance of thesis research ideas, main content, and domestic and foreign research review and research method. The second part is defining the basic concepts and overview the theoretical basis of civil service system reform. The third part describes the history development of civil service system in China, and introduces the higher requirements which proposed by service-oriented government to the civil service system. The fourth part is the design of the empirical research design. The fifth part is the analysis on the three country governments’ present situation and problems in the civil service construction according to the empirical data in the service-oriented government background. The last part is the conclusion and suggestion part, through the analysis of results to propose devices for the perfect of our civil service system.
