Reform In China From The Perspective Of Service-oriented Government

The new Company Law implemented on March 1,2014 made important reformation of the company capital system in our country.The registered capital was changed from contributed registration system to subscribed registration system.The reformation streamlines administration and institutes decentralization to the maximum,so as to create relaxed investment environment,which contributes the important content of building a service-oriented government.It has been three years since the implement of subscribed registration system.This paper attempts to take Wuxi as an example to study effects of the reform,analyze existing shortcomings and put forward perfect suggestions.The contents of this subscribed registration system reform include cancelling the minimum limit of registered capital,limitations of investment period,initial investment proportion and monetary investment proportion etc.,relax the market access restrictions.It is a significant reformation to the original registered capital registration system.This reform achieves power transferring from the government to the market,reflects the government transformation from ‘control' to ‘service'.From enterprises registration data after the reform,it has achieved remarkable results in encouraging entrepreneurship and activing economy etc.However,registration data also expose some problems,it needs to analyze the reason behind and look for an optimized solution.This paper starts with the elaboration of registered capital registration system,introducing the relevant concepts of registered capital registration system,the choice of capital registration system and its evolutions in major countries and regions.Through the research on the background and contents of registered capital reform in our country,as well as the analysis of registration data and related cases in Wuxi,it attempts to evaluate the effects and problems of this registered capital subscribed system reform,analyze the its insufficient from the perspective of government service,draw inspirations from the comparison of registration system and the operation experiences of relevant supporting measurements in other countries,optimize the path of reform from the angle of improving the government services.As a result,while streamlining administration and instituting decentralization,the government can also further deepen the construction of service orientation and establish a comprehensive and systematic service system,so as to create healthy market order and business environment,as well as achieve sustained release of reform dividends.
