| With the development of national compulsory education,it has become a strategic task for the balanced development of compulsory education in the new era to pursue educational equity and promote the balanced development of compulsory education in urban and rural areas in counties,so that every child can enjoy fair and quality education.In recent years,compulsory education has made remarkable achievements,but there is still a big gap between the development level of compulsory education in urban and rural areas.The problems such as the loss of rural students,weak school conditions and teachers are still the key problems of the unbalanced development of rural school education.In the new period and under the new requirements of the development of compulsory education,how to narrow the gap between the development of rural and county compulsory education and find the breakthrough of the balanced development of urban and rural education has become the key issue and research hotspot of the balanced development of compulsory education.This paper takes the balanced development of urban and rural compulsory education in Weishan County as the research object,and investigates the current situation of the balanced development of urban and rural compulsory education in Weishan County from the aspects of school-running conditions,education funds,teachers and education quality,and combines the theory of educational equity,the theory of public goods,the theory of educational resource allocation and the theory of public service equality.By using literature research method,interview method,comparative analysis method and other research methods,we found that the balanced development of urban and rural compulsory education in Weishan County has problems such as unbalanced education input,unbalanced school running conditions,unbalanced teachers,low effective utilization rate of educational resources,and insufficient development of school running with local characteristics,and analyzed the causes of the above problems: The imperfection of the financial transfer payment system for compulsory education,the restriction of regional economic development,and the imbalance between urban and rural compulsory education exacerbated by family education in urban and rural areas,put forward countermeasures and suggestions such as optimizing the allocation of government resources for compulsory education,improving the conditions of rural compulsory education schools,strengthening the construction of teachers in compulsory education,and strengthening the refined management of rural compulsory education schools.In order to strengthen our understanding of many factors affecting the balanced development of urban and rural compulsory education,further deepening the reform of the balanced development of urban and rural compulsory education in Weishan County is of great practical significance for promoting the balanced development of urban and rural compulsory education. |
