The experimental implementation of free education for students in normal universities administrated by the Ministry of Education of China is a strategic decision made by the nation to promote the reform of teacher education and create excellent teachers and future educators under the new historical circumstances. The public announcement of the strategic decision demonstrates the nation’s resolution on the priority of education development, represents the nation pays great attention to teacher education, carries forward the tradition of respecting teachers and valuing education, thus will absolutely push forward the implementation of the strategy on invigorating China through the development of science and education, vigorously promote education equality and speed up the pace of constructing the socialist harmonious society.Student as the subject of the learning activity, their initiative is a key point to the learning effect and the result of the leaning activity. With regard to the way and the method of leaning, student in the phase of advanced education is different from student in the phase of fundamental education that the former relies more on self-dependence which is of particular importance in university education. To some extent, the motivation to learn is more important than the teaching level and the organization of teaching to university students, as well as the tuition-free normal university students, in terms of having a good learning effect. Obviously, the research on the motivation to learn is absolutely helpful in improving the quality of free education for normal university students.Figuring out the overall situation is the first thing to do a research on the tuition-free student’s motivation to learn. Based on this, suggestions on encouraging and maintaining the student’s motivation to learn are offered in consideration of the objective law of tuition-free student cultivation and realities of the normal universities administrated by the Ministry of Education. Student’s enthusiasm for learning is stimulated by a series of reasonable and correlated effective measures, in order to guarantee the education quality, set up a sound foundation for the aim of the nation that training a large number of excellent teachers and educators for the free education, and carry out the magnificent goal of the free education policy from the source. Meanwhile, considering the "Lead and Demonstration" effect of the free education for normal university students, the research on the motivation to learn in universities undertaken the pilot work of education will give a guidance to local higher education institutions.Selecting some of the tuition-free students in the years of2010,2011and2012in a normal university in the west of China administrated by the Ministry of Education as samples, the research puts emphasis on the family economic condition, the motive to register the entrance exam, the motivation to learn, the state of learning, the degree of satisfaction on employment, the job search intention, the intention of promotion and so forth. Meanwhile, by combining the investigation results with part of the previous accumulated interview materials, the overall situation of student’s motivation to learn is profiled and the problems and relevant reasons are analyzed to form the basic evaluation of motivation to study under the current training model. Generally speaking, tuition-free students are lack of material and informational motivations to learn, besides, their spiritual motivations are relatively diverse. Based on the basic situation of tuition-free student’s motivation to study get from investigations and researches, the relevant measures of improvement are summarized in consideration of the reality.The essay consists of four sections as follows:Section one is the introduction. The section mainly discusses the significant role of motivation to study in the cultivation of tuition-free students, states the reason and the meaning of the research, reviews briefly the literature, and explains the approach, the contents and the structure of the essay.Section two is the research background of the student’s motivation to learn. According to relevant literature, the section investigates the theoretical basis of the research, including the concepts such as, the tuition-free normal university student, the motive, the motivation to learn, the encouragement system and so forth. In order to better understand the reason and meaning of making the policy of free education for normal university students, the essay depicts the real background of the free education, reviews its history, clarifies and introduces the overall current situation of the free education.Section three is an analysis on the current situation of the tuition-free student’s motivation to study. On the basis of previous studies, the system of motivation to study is set up. By doing surveys based on questionnaires and relevant data analysis, the student’s motivation to study is analyzed from three perspectives, that is, the material, the spiritual and the informational motivations. The research is carried out in the normal universities in the west of China, which are directly administrated by the Ministry of Education. In this way, the causes of problems are analyzed to form the overall evaluation on the student’s motivation to learn.Section four provides advices for tuition-free students to strength the motivation to learn. The material, the spiritual, and the informational motivations are elaborated respectively. In view of the objective law of the tuition-free normal university student cultivation, combined with the realities of normal universities administrated by the Ministry of Education, several suggestions on encouraging and maintaining the tuition-free students’ motivation to learn are provided.
