Human resource is one of the most important resources in a certainorganization and plays a key role in the entire development of the organization. Inrecent years, with the further development of market economy, some talent withadvanced degree and proficient professional skills pursue their brighter developmentprospects, leading to the high turnover rate of some primary units.Jinshan News Agency, a suburban district newspaper of public institution is nowfaced with the bottleneck problem of high turnover rate of journalist talent, underthe restriction of such factors as economy development, concept, system mechanismand the staff themselves.On the basis of related research on organization human resources research andTwo-factor Theory, resorting to the combined approach of theory and empiricalresearch, first the data of the recent outflow of talent have been collected andanalyzed statistically. Then, such general factors influencing the outflow of journalisttalent in Jinshan News Agency as hygiene and motivator factors, especially itsmembers’ individual factor are analyzed. Furthermore, profound reasons for theoutflow of the talent are also explored in this research, taking into consideration ofthe unique feature of the outflow of talent in Jinshan News Agency. In addition, thethesis analyzed a survey on the satisfaction with Jinshan News Agency, intended toexplore the decisive factors contributing to the outflow of talent in the news agency.The conclusion of the research includes certain concrete prevention and controlcountermeasures in terms of the possible reasons accounting for the outflow oftalent in Jinshan News Agency and it also puts forward feasible steps andapproaches.
