The trend of Internationalization and Economic Globalization is getting strengthenwith the rapid development of international economic. After the accession into WTO,China is taking close steps to the world. China’s emergence needs the raising of nationalpower, and education is one side of a nation’s soft power, it’s a great way to rise by thedevelopment of higher education. From the opening of part education market to theworld on, how to promote the nation’s power by introducing high quality educationresources and guarantee the fulfillment of the fairness of higher education process isbecoming a new research area. The Chinese-foreign cooperation in runningschools(include educational programme) embodies the internationalization of theChinese education which develops very fast since it was officially promoted in1980sand became a hot spot after30years’ development since then. It is playing a positive rolein the development of china’s education,especially in the area of higher education bypromoting its development and reformation. It’s also pushing forward the realization offairness of higher education process.With the rapid development of modern society, education has become more andmore important and as a key factor. Massive increases in the demand for education runthrough from the basic education to higher education and to those various kinds of education. Being an important part in the course of education, fairness of highereducation is the embodiment of social equality and also a significant way to achieveequity for which fairness of higher education becomes exactly an important subject athome and abroad. Fairness of higher education could be divided into three parts whichinclude fairness of educational starting point, education process and education result.Fairness of education process begins to become the new hotspot after the gradualrealization of fairness of educational starting point. With the higher education turningfrom elite education to popular education and finally the universal education and anincreasing number of people receiving higher education, education process is attractingmuch more attention and whether people could enjoy the fairness during the process hasbecome the new subject and new direction within the theorists.Based on the case of international educational programme between ZhongyuanUniversity of Technology and University of Manchester and combined with the study onfairness of education process this thesis has concluded the part Chinese-foreigncooperation in education has played in promoting china’s higher education, hoping thatthis thesis could also provide some theorical support for the study of Chinese-foreigncooperation in education and the fairness of higher education process.
