Education is the corner stone for invigorating the Chinese nation and a county. One key signal of a country’s modern civilization is the implementation of compulsory education. The existence of unequal compulsory education between urban and rural area is not only contrary to the equity, but also affects the efficiency. Ultimately it will hinder the sustainable economic development, social stability and harmony. Only ensuring the supply of equal education between urban and rural area, every child can enjoy equal education right and opportunity. And then it can most unlimitedly ensure them the fair, impartial survival and development opportunity.Promoting the development of equalization of compulsory education is not only the foundation of realiving the social equity, but also the way of achievement of the equalization basic public service. Even the necessary requirement of constructing the harmonious society. However, due to the dual and economy structure in urban and rural, which results in the problem of unbalance and inequity in front of compulsory education and the problem of disparity of Compulsory education between urban and rural is the obvious. We must take some effective measures to deal with this problem.This paper has a research based on Cangshan district. Made remarkable achievements in the current development of unequal compulsory education. But it is still facing a problem of unequal compulsory education between urban and rural area that can not be neglected. Because CangShan district in Fuzhou has the mixed feature of big city and rural equiping with the strength and experience of development of urban and rural as a whole. Therefore, we examine CangShan district, urban and rural compulsory education through the development of the problems faced by,you can perspective the development of Fuzhou’s urban and rural compulsory education,the problems faced. In order to make the research more objective and feasible, as the case study, using the index, which measure the educationed development, such as founds investment, the running school conditions, the facility of feathers, the level of the facility of teachers, the running school effects. And making the extensive investigation of positive research in order to reveal the phenomenon of unbalance, on the basic of which, the author stated the advanced domestic and overseas experience and the reality of this city, then approaching a subject of the counter measures. Hoping the paper can provide the theory and advice for the equalization of compulsory education between urban and rural greatly and quickly.
