Heavy academic burden on students has been a serious problem in school reforming and long-term development, which affects the health of students.Lightening the academic burden on students become one of the important task of the government and educational administration. Reviewing Chinese burden process, from central to local education departments all levels continue to burden for several decades, but the headmaster effect is little. The heavy academic continue to restrict the development of physical and mental health of students.Implementation is the key to instigate the policy, which is a prerequisite for the successful fulfillment of targets. As the president of the top management in school, headmaster is the greatest influencer to determine the educational policy implementation effect. as he chair the duty and represent the school. He is the ultimate executor in burden policy implementing. The executive capability directly determine the effectively implement of educational policy at school level.This study take questionnaires and interviews and other research methods to investigate the attitude of headmasters, teachers and parents on the principal burden policy implementation. Then we find that some headmaster miss understanding burden policy, some lack of overall burden policy and creativity and do not combine with the actual situation although they emphasis the policy, action forcefully, some lack of capacity to implement burden policy, such as the ability to define policy objectives, to fund school education resources, to construct supervision capacity management mechanism, some take no action on burden seriously hamper the implementation and enforcement of the burden policy at school level. To solve the problem above. the paper take expectancy theory and constraints incentive theory to analyze this phenomenon. Then concluding the cause weakening the principal execution: The president’s lack of education law and educational theory,confusion burden reduction goal, lack of initiative in dispose educational resource, lack of constraint mechanism which is difficult to avoid the opportunistic constraints.To improve implementation, the headmaster need to enhance the understanding of burden policy, need to construct implementation cultural vision, and need to establish a scientific and rational incentives. To this end, the headmaster should change the traditional concepts of education, applied quality in management. Then, headmaster should improve school management, take education effectively teaching appraisal management mechanism. In this way, promoting the professional development of teachers, improving professional inspection and reducing academic burden on students. What’s more, the headmaster should optimize the allocation of school resources to improve efficiency and quality of teaching. The government should strengthen the interpret of burden policy to form efficiency teaching atmosphere and social vision. Then the government should reform selecting and evaluating system in education, guide headmasters and parents concern about the quality of students rather than the score. What’s more, the government should increase burdens expectation and make the headmaster who effectively implement burden policy be accepted. In this way, enhancing the enthusiasm of headmaster to execution burdens policy. Last, the government should construct binding mechanism, make burdens policy performance combine with the headmaster record and school development. Making headmaster weigh their pros and cons, in this way the purpose of restricting headmaster behavior is achieved.
