America’s education system is one of the most developed and sound in the world, the reason of Its universal education is in a leading position in the world and made great achievements owing inlarge part to the United States government’s emphasis on investment in universal education for rural communities. At the arrival of new millennium, American government set up rural education achievement program to solve similar problems in rural education, as a government programs which aimed at improving the rural education in the United States through optimal education financial resource allocation, it is specifically for the improvement of education in rural areas,making the policy into practice and has achieved great success.Therefore, the article research on the rural education achievement program in America, a sorting out study has been made of the background, financial aid way, implementation Status and Results, finall, I summed up the characteristics and experiences and combined with the reality of our country, discussed the useful experience and enlightenment to china’s rural educational development. This research is divided into six parts as follows:Part1is an introduction, mainly describes the reason and significance of the topics, defines the core concepts, and then the relevant researches and theoretical basis were reviewed, illustrates research methods and the research of heavy, difficult and innovative points. This part mainly demonstrates the necessity and feasibility of this research and this can make a foundation for the following research.The second part introduces the background for the generation of USA’s Rural Education Achievement Program.
