After the industrial revolution, the urban-rural differences emerged expanding trend. No matter it is in a developing or developed country, differences in social wealth which led to the differences in urban and rural education and the urban-rural differences in education began to enter the line of sight to the community, people gradually started to pay attention to the education problems In the perspective of the countryside. At present, china’s rural education reform is in full swing, owing to has a large rural population, rural schools get less funding and have less qualified teachers than average. In addition, it also encountered such as urban-rural imbalance in the distribution of educational resources, lack of teaching resources and other issues. America’s education system is one of the most developed and sound in the world, the reason of Its universal education is in a leading position in the world and made great achievements owing inlarge part to the United States government’s emphasis on investment in universal education for rural communities. At the arrival of new millennium, American government set up rural education achievement program to solve similar problems in rural education, as a government programs which aimed at improving the rural education in the United States through optimal education financial resource allocation, it is specifically for the improvement of education in rural areas,making the policy into practice and has achieved great success.Therefore, the article research on the rural education achievement program in America, a sorting out study has been made of the background, financial aid way, implementation Status and Results, finall, I summed up the characteristics and experiences and combined with the reality of our country, discussed the useful experience and enlightenment to china’s rural educational development. This research is divided into six parts as follows:Part1is an introduction, mainly describes the reason and significance of the topics, defines the core concepts, and then the relevant researches and theoretical basis were reviewed, illustrates research methods and the research of heavy, difficult and innovative points. This part mainly demonstrates the necessity and feasibility of this research and this can make a foundation for the following research.The second part introduces the background for the generation of USA’s Rural Education Achievement Program. Policy background includes the chaotic distribution phenomena of educational resources and the absence of special rural public education legislation caused by the colocalization of educational and administrative systems; social background includes the school attendance pressure caused by rural economic poverty, the pressure of entering a higher school caused by low teaching efficiency, the unequal urban and rural education and the disconnection between rural education and rural economic development. Education can understand and consult policies better only when it is established based on the focus and researches on the history behind it.The third part analyzes the content system of USA’s Rural Education Achievement Program systematically. After introducing the overall objective and specific objectives of that program, the part analyzes the structure of aiding ways, including improving the quality of teachers, introducing new educational technologies, building safe schools and communities without poisons, improving the academic achievements of backward students and proving language teaching for the students with limited English level and immigrant students.The fourth part starts from the program’s implementation mechanism as well as the effects, deficiencies and continuous improvement after implementing the program, to analyze the implementation situation and effect evaluation of USA’s Rural Education Achievement Program deeply and comprehensively. The part is the core of text, and it introduces that the program’s implementation mechanism includes the determination of sponsoring subjects in this program, the evaluation and analysis of program appropriation and the investigation and check of program. In addition to that, this part also summarizes the implementation effects of program from educational condition and quality, students’academic achievements, equality of educational opportunity and other aspects, and especially analyzes its deficiencies and improvement, which will provide direct and effective references and experiences for China to implement the government schemes of optimizing the financial resource allocation in education.There is a chapter in the fifth part which specially summarizes the characteristics of USA’s Rural Education Achievement Program, including that its fundamental value is to realize the equality of urban and rural educational opportunity, so as to reflect the special development demands of rural communities sufficiently, and the rational reflection and functions of government are positioned to the motivation of effective behaviors.The sixth part is the ending of this text. This part mainly combines it with China’s actual situation and existing problems, and puts forward some enlightenments and suggestions which are conductive to the development of China’s rural basic education based on summing up good experience of USA’s Rural Education Achievement Program, including:increasing the input of special funds for rural eduction, and balancing the structure of financial investment; establishing and improving the financial-aid mechanism for poor students in rural areas to receive education, and perfecting the supervision mechanism of educational appropriations; dealing with limited resources evenly, and standardizing the finance transfer payment system of rural basic education; adhering to the concept of educational opportunity equality, and focusing on strategic planning and specific implementation; setting up special funds, realizing legal empowerment, and promoting the construction of educational legal system conscientiously.
