Factors Personnel Innovation Environment

Nowadays, innovation has become the inexhaustible motive force of a business, region and nation. Innovation is increasingly becoming the main way to improve the competitiveness of enterprises and enhance the overall strength of the local and nation. Meanwhile, the idea of’Human resources are the core competition’has become the consensus. Talent, the main body of innovation, is the fundamental source of innovation activities. Create a favorable environment for innovation to promote human innovation has become a common goal of business, government and other sectors of society. Therefore, the main purpose of this study is to combine the reality of the situation, explore the component of innovation environment and the important factors, and find the gap of talent’s desire. Finally, provide relevant countermeasures and suggestions for businesses and government.This article gives the scientific definition of talent innovation environment. According to the internal and external theory of the enterprise innovation environment, divide innovation environment into enterprise environment, regional government policies environment and public environmental from micro to macro. Then, factorization subdivided these three factors into22specific factors. With the help of a joint investigation Chaoyang Organization Department and the School of Labor Economics (CUEB), selecting the desired data in this study, using SPSS16.0statistical software to analyze these factors and verifies this theoretical model. Find the lack of specific points by comparing the reality with the ideal state of Chaoyang District. Provide appropriate countermeasures and suggestions for the government, enterprises and institutions. At the same time, I hope to provide some references of building and optimizing talent innovation environment in other regions through this study.
