With the continuous development of modern distance education, the problems of teaching quality of network education have become increasingly prominent, a high degree of social concern. Whether to train application, skilled personnel through network education, many people even have questioned. There are many aspects in the causes of the problems of teaching quality, but a fundamental reason is that the management of the part-time teacher team of university network education is not enough, and is lack of an effective incentive mechanism. So most part-time teachers is not enough in network education input energy, lack of in-depth study of network education about teaching features, teaching methods, which affects the teaching quality of network education. Therefore, the author thinks that it is urgent to set up an effective incentive mechanism of part-time teachers according to the characteristics and needs of the part-time teacher of network education, and give full play to the enthusiasm and initiative of part-time teachers, which to ensure the teaching quality of network education and realize the sustainable development of modern distance education.At present, the research on incentive mechanism of part-time teachers of network education in the university is a new topic and relevant research papers is rarely. In this paper, on the basis of a review of the literature summarized, taking H university as an example to analyze, from characteristics and needs of teachers of university network education, it introduces salary system, employment system, evaluation system and incentive system in H university network education. At the same time, it analyzes the primary problems existing in incentive mechanism of part-time teachers of H university network education, including single incentive mode, unreasonable incentive object as well as the employment system is not perfect, the salary system is not reasonable and evaluation system is not scientific, which can not effectively play the role of incentives.The paper base on the research findings on the incentive mechanism of university teachers,the Maslow hierarchy of need theory and equity theory, attempt to introduce the concept of intellectual property rights incentive and use documentary method and interviewing method to research in-depth the problem of the incentive mechanism of part-time teachers of university network education. The author thinks, to construct the incentive mechanism of part-time teachers of university network education effectively, we should draw lessons reasonably from experience of incentive mechanism of university teacher at home and abroad, follow the principle of people-oriented, fairness, on-demand incentive, the combination of positive and negative incentive, democratic participation and the combination of material incentives and spiritual incentive and improve the employment system, salary system, evaluation system which give full play to its incentive function. At the same time, we should trial the incentive system of intellectual property rights. Finally it will help to build a part-time teachers team who adapt truly the sustainable development of network education.
