Small and medium-sized enterprises (SMEs) has become an important part of China’seconomy since the reform and opening. SMEs has advantages in total number, geographicaldiversity and comprehensive cover of different economic sectors, playing an irreplaceablerole in the function of promoting the national economy, upgrading the level of industries,promoting technological innovation and solving the problems of employment in China. Thereis no doubt that the stable and healthy development of SMEs is directly related to China’soverall economic situation and social stability. However, due to various reasons, the issue ofbrain drain has been one of the critical issues facing SMEs in China, which deeply hinders thedevelopment of those enterprises. To take this opportunity, this article intends to explore theissue of how to establish an effective SME brain drain crisis management system, trying tohelp the SMEs in China to be able to go higher and further in the current economic situation.This article shall be divided into six parts. The first part is the introduction of the article,mainly talks about the research background, research methods and ideas, the framework andrelevant theory of the article, etc. The second part mainly introduces the new economicsituation that China’s SMEs face, intends to accurately describe the economic trend that theSMEs should follow when they make their talent development strategy. The third part mainlydiscusses the brain drain problems of SMEs in China and analyzes the causes of theseproblems with reference to different factors of the SMEs’ internal management practice. Thefourth part mainly introduces the advanced human resources management experience of somedeveloped countries, in order to provide some reference for the establishment of crisismanagement system of brain drain of SMEs in China. The fifth part discusses how toestablish a suitable and practical brain drain crisis management emergency responsemechanism for the SMEs in China, so the SMEs could minimize the loss caused by suchsudden crisis. The last part mainly talks about how to improve the long-term mechanism toretain and attract talents for SMEs in China, which is also the main purpose of the article.The article uses combining methods of theory and practice research, discusses theestablishment of SME brain drain crisis management system. As the limitation of the author’stheoretical and practical experience, the theoretical and practical value of the article may be relatively illiquid, the author hopes that the judges and professors in this field could begenerous to give some criticisms and suggestions.
