Our country has vast territory and abundant resources, but the regional differences are very big and the resources are not well-distributed, only the continuous improvements and the reasonable optimization and layout of the comprehensive transportation channels can effectively reduce the regional differences and promote the development of the regional economy. As a new and convenient way of passenger traffic, the high-speed railway has a profound impact on the regional economic development. But actually it has what kind of effects on the regional economy and how the dynamic characteristics of the effects, this is the focus of this paper.By referring to the relevant papers on the impacts of the high-speed railway on the regional economy at home and abroad, and analyzing the theory, the model and the research, and then summarizes five main index systems of the high-speed railway on the regional economic impact, such as passenger quantity demanded, regional accessibility, transportation structure, industrial structure and employment opportunities. Thirdly, respectively build model on the first three index systems based on the theory of cellular automata by using with and without comparison method, combining the scale-free characteristic of complex network and small world characteristic, treating the regional economic growth as the main line and using the traffic belt theory and the point axis theory of the transportation influence on the regional economic development. And simulate using Matlab, then comparatively analyse the changes of the three indicators when with and without the high-speed railway, to predict the dynamic characteristics of its impact on regional economy. And gain the following conclusions:the opening of high-speed railway, make the people who didn’t travel have a desire to travel, greatly improve the passenger quantity demanded; the opening of high-speed railway, has reduced the generalized travel cost of the passenger and enhanced the regional accessibility. The opening of high-speed railway, makes the transportation share rate changes, especially ease the passenger transportation pressure of the ordinary railway, thus a lot of ordinary railway can be used for goods transportation, realize the goal of separation to the passengers and the goods, and improve the transportation efficiency of the passengers and the goods. Qualitatively analyse the two indicators of the industrial structure and employment opportunities on the basis of the analysis conclusion of the first three index systems, And gain the following conclusions:the improvement of regional accessibility makes the fluxion unimpeded of the human, the material resources, the funds and the information between region and region or between countries. And attracts many businessmen’investment along the site of high-speed railway, the tourists begin to tend to go to more and further tourist destination, and the multiplication of the original natural and cultural resources along the site of high-speed railway, greatly enrich the development of the tourism along the site of high-speed railway, and the service industry, the entertainment industry are prosperous associated with these. The opening of high-speed railway, improves the traveling conditions, optimizes the transportation structure, makes the distance in time and space closer, attracts a large number of foreigner’s investment enterprises, thereby creates more employment opportunities. The improvement of regional accessibility brings a lot of people who choose the job in the city where they don’t live, this situation undoubtedly solves many problems of employment.Finally use the with and without comparison method and select two indicators, such as regional accessibility and passenger quantity demanded to quantitatively analyze the regional economic impact along the Beijing and shanghai of the Beijing-shanghai high-speed railway. The Beijing-shanghai high-speed railway was opened to traffic on June30,2011, thus, at first predicts the gross national product when there is no beijing-shanghai high-speed railway in2011and2012, and calculates the generalized travel cost and passenger quantity demanded, then calculates the actual travel cost and passenger quantity demanded by the actual gross national product, and comparatively analyses their changes, so as to verify the feasibility of the programming simulation.
