A Study On The Implementation Of Low-Rent Housing System In Nanning

In July1998, the State Council issued that "The notice of further deepening reform of the housing system to speed up housing construction", and it started the reform of the housing system which regard "to cancel the welfare housing distribution, and realize residential monetization and privatization" as the core. And then, in2003, with the introduction of the land auction system, the sale price of land is uplift unrestrictedly, China has entered a rapid development era of commercial housing, and housing prices is speeding up quickly. It makes the low income families step back to the commercial housing. Based on this reality, the country has begun to focus on the housing security system which is based on low rent housing system, housing provident fund system and affordable housing system. And the low rent housing system for the low income families is an important part of housing security system. How to effective implement the low-rent housing system is the key point which this article focuses on.But as a new thing, the low-rent housing system is facing many influencing factors in the process of execution, such as the policy is congenitally deficient, executive resource is shortage, the implementation of this system is not optimistic. So the system implementation is not optimistic. In this paper the author focused on the implementing the low-rent housing system, and used the methods of empirical to make a deep research of the implementation of the low-rent housing system in Nanning. The author will try to research and analysis the implementation of low-rent housing system present situation, problems and influence factors of policy implementation that is using the model of policy implementation and combine the data and interviews. Finally, the author explores some advices to perfect the implementation of low-rent housing system in Nanning.
