The Research On The Construction Of Xinjiang Low-carbon City

Since entering the industrial revolution, the use of a large number of fossil fuelso that the concentration of carbon dioxide in the air increased rapidly, had a hugeimpact on global climate change. Therefore, to reduce carbon emissions, theconstruction of low carbon city has become inevitable city sustainable development.In this environment, this paper will serve as the theme to a low carbon city, study theconstruction of low carbon city from two aspects of theory and empirical.First of all, on the basis of analyzing the origin, connotation and researchrelated to the low carbon city, reviews and summarizes the basic theory of lowcarbon city, and tried to use the city ecological and economic theory, sustainabledevelopment theory, based on the environmental Cruz Nez curve, the circulationeconomic theory, research on low-carbon City Construction in Xinjiang, isintroduced in this paper. Experience of the construction of low carbon city at homeand abroad, hoping to provide experiences for the construction of low carbon city inXinjiang.Secondly, expounds the opportunities and challenges of Xinjiang thedevelopment of low carbon city faces, as well as the current Xinjiang low-carboncity development present situation, and pointed out that the development of theexisting problems in the process of low carbon city.Furthermore, this paper constructs low carbon city of Xinjiang developmentevaluation index system, two level indicators include: economy, society andenvironment, refinement of the two indicators, seventeen level three indexes ofconcrete, to determine the weight of indexes by using mean square differencemethod, using multiple indexes comprehensive evaluation model for quantitativeevaluation on the construction of low carbon city in Xinjiang, and according to theevaluation standard, the results were classified, in order to determine the low-carboncity development type. The results show that,2005-2009years, Xinjiang low carboncity development status in the comprehensive value of the second grade, showed arising trend, which belongs to high carbon city type.Finally, according to the existing low-carbon city construction in Xinjiang, thispaper puts forward some suggestions to promote the development of Xinjiang lowcarbon city from the policy level, the technical level: the government to strengthenguidance and support, to provide policy support for the construction of low carboncity; transformation of economic growth mode, optimizing the structure adjustment;to guide the green consumption, promote low carbon life; to strengthen environmental protection, to create a low carbon environment.
