Sea&land Economy Integration Assessment Based On Competence Structure Relation Model In The Bohai Sea Ring Area

The marine economy has become new growth point of economic development in the21stcentury. The huge resources advantages of marine greatly alleviated the constrainingbottleneck in the countries and regions. Marine industries which relying on the resources andlocation advantages have been driving the formation and development of the coastaleconomic, effectively alleviating the increasingly serious ecological environment pressure andinjecting new vitality for economic growth. Practices at home and abroad showed thatsea&land economy integration can maximum play the advantage of resources, location,scientific and technological, promote regional economic industrial structure to a deeperoptimization and upgradation. The twelfth five-year plan for national economic and socialdevelopment of the peoples republic of China, which clearly put forward to that in the future,we must adhere to the sea and overall strategy, optimize the industrial structure, andstrengthen the comprehensive marine management. Above all, for the coastal areas, the onlyway of development is sea&land economy integration.Based on this background, this paper which used the geographic and economicsdiscipline theory as a guide, analyzed the process of the sea&land integration from four angleof resources, industry, science and technology, environment. By the means of theoretical andempirical, qualitative and quantitative, system analysis and logic analysis and other methods,this paper analyzed the ability structures of marine and land economy, and constructed theintegration of sea and land evaluation system based on competence structure relation model,combining with analytic hierarchy process, measured the comprehensive ability, the degree ofcoupling and benefit of sea and land economy, through above methods, we could realize theresearch in the Bohai sea ring area. This paper constructed the quantitative model of the seaand land economic sustainable development, and put forward the correspondingcountermeasures according to the actual situation of the sea&land integration in the Bohai searing area. All the work is looking forward to provide ideas for policy makers and realize therealistic significance of the paper.
