The development of railway transportation goes hand in hand with national socio-economic development. In other words, this relationship could be described as both stimulating and restricting. On one hand, the economic prosperity and social progress has increased the demand of transportation service and promoted the railway construction; on the other hand, a well-functioning railway network will guarantee more transportation supply and the smooth and flexible flow of passenger and physical distribution. In order to reach and maintain a dynamic balance between the demand and transportation supply of regional railway network, an accurate evaluation is strongly needed on whether the scale and layout of railway network is suitable for the socio-economic development.In accordance with the provided data in2010, the research has been taken on the evaluation of the scale of regional railway network of2010in Liaoning Province and its adaptability to the regional socio-economic development aiming to find out an efficient and improved evaluation on the railway network, which is able to manifest the adaptability of the railway network of Liaoning Province to regional socio-economic development in the circumstances.The essay consists of five parts:In the part of Introduction, the research background, importance and international and domestic studies associated to this area are presented. In addition, this part mainly focuses on the manifestation of the disadvantages of the existing evaluation on the railway network in engineering area. In other words, through the analysis of the existing evaluation used by the designing company, several disadvantages of the existing methods are concluded with the help of the results mentioned in the references;In the second part, the socio-economic development in Liaoning Province and the scale and layout of local railway network is briefly presented, including the data associated with socio-economic development of Liaoning Province and goal of economic development, the description of the scale, the main railway line and transport capacity, and the introduction of the vision of development of local railway network;In the third part, the evaluation of regional railway network and its adaptability to the level of regional socio-economic development is presented. First the association between the scale of regional railway network and social-economic development is analyzed, which is followed by the introduction of the evaluation method of the scale of regional railway network and its adaptability to the socio-economic development in this region. The evaluation can be made in two steps:socio-economic evaluation and the evaluation of regional railway network. The development of socio-economic evaluation can be analyzed by principal components analysis. Then a ranking list of comprehensive principle component can be made. The DMU of the regional network should share similar economic level with the evaluated regions. The data of the evaluation of the regional rail network can be made through the method of DEA. Therefore, the result of the evaluation will be concluded. In addition, the extent of application of this evaluation is also defined in this part. Besides, the method of using SPSS to present the data of regional socio-economic development is introduced; and all the code of calculations of MATLAB is written for the evaluation of regional railway network.In the fourth part, the evaluation of the scale of railway network in Liaoning Province and its adaptability to its socio-economic development is manifested. The evaluation of the scale of railway network of2010in Liaoning Province is made through the application of the evaluation method described in the last part and software calculations. Several advices are given in this part in accordance with the analysis of the results.In the last part of this study, several conclusions of this research are made as follow:firstly, the scale of railway network of2010in Liaoning Province boasts the adaptability to its socio-economic development. It has been proved that the economic development has shown good momentum, which increases the needs of railway transportation; besides, the construction of the railway network has a very good foundation with its dense network and its sufficient plan of railway line in medium-and long-term. In2010, the regional railway network of Liaoning Province has gained a rather high input-output ratio and the cost-benefit ratio; therefore, the scale of the network is adaptable to its socio-economic development. Secondly, the existing evaluation of railway network presents serious problems, such as:the selection of DMU lacks scientificalness, which leads to the inaccuracy of the evaluation standards and the inconclusiveness of the evaluation results, In this research, several improvements have been made for tackling these problems. Lastly, it is suggested that the railway network of Liaoning Province should be constructed step by step in accordance with its medium-and long-term plan and the tide of the time. According to the medium-and long-term plan, the scale and density of the network should be enlarged and the layout of the network should be further improved and its association with the ports of sea freight in coast cities should be strengthened.
