Transportation is indispensable to society in the process of the development of "bridge", since China’s reform and opening up, the role of transportation industry becomes more important. While promoting economic development, transportation industry itself also got rapid development. Road network as an important part of the infrastructure, the production activities of human, social and economic development has an important role. China’s Qinghai province a vast, rich resources, poor natural environment, population living scattered, road transportation has unique advantages in the northwest of transportation system, undertake the task of Qinghai province’s main transport. But the backwardness of northwest highway traffic is not adapt with the important strategic position in Qinghai province, is not conducive to resource development in Qinghai province, economic development, national unity and stability in border areas. Study of Qinghai province highway network status, can be more objective to guide the construction of Qinghai province’s road network, to improve the level of urbanization in Qinghai province, narrowing the regional differences and sustainable economic development has important practical significance. Highway in use process, however, influenced by various factors will appear different degree of damage, affect the efficiency of road transport. Therefore, in the northwest of road construction in the process, should be for maintenance at the same time, to ensure the efficiency of road network. Combined with the characteristics of the transportation demand of Qinghai province, this paper first analysis of the present conditions of the road network system in Qinghai province, provide the basis for planning and evaluation of highway network strategy of Qinghai province. Based on the mechanism of highway construction, based on the BP neural network to forecast of the highway construction scale of Qinghai province.
