This is a translation report of The General Research Report of Chinese Strategic for Dealing with Population Aging, a C-E publicity-orientated material in social policy released by China National Committee on Ageing and commissioned the TransPlus Co. Ltd. to translate. The author has worked one year for Beijing TransPlus Co. Ltd., a practice base for MTI of NCEPU. The thesis traces the whole translation process and can be generally divided into three stages:before translation, during translation and after translation. Through the analysis of Skopos Theory in English translation of The General Research Report of Chinese Strategic for Dealing with Population Aging, this thesis elaborates the application of Skopos Theory in the publicity-orientated material, namely, the purpose of translation in publicity-orientated material is to make target readers accept and understand the related information in China. The accuracy and appropriateness of translating publicity-orientated material depend on appropriate translation solutions. Therefore, the author lists some of the common difficulties such as word with Chinese characteristics and long complex sentence in C-E publicity-orientated material, and solutions such as free translation, discourses reframing and word order adjustment.
